This position serves as a Visual Information Specialist with primary focus on graphic design in Communications Service. The medical center is comprised of 671 operating beds and a 240-bed Community Living Center as well as outpatient clinics that operate throughout the tri-county area. Position operates under the direction of the Supervisory Visual Information Specialist. This position is located at the Bruce W. Carter Medical Center in the Miami VA Healthcare System.

Duties

Duties include but are not limited to: Designs the visual aspect of publications or presentations, determining the general format and specific themes for the product. Selects photographic, illustration, or other forms of imagery for inclusion in the project; determines appropriate fonts and other typographic elements; adjusts layout and color balance of text, photos, and graphic elements. Meets with the client to learn the information objectives of the project, the points to be emphasized, the relationships to be stressed and the relative degree of importance of information elements in the project. Photograph using digital SLR cameras with a variety of lenses and photographic accessories such as on-camera and studio flash systems, reflectors, flags, and scrims. Special event coverage and awards ceremonies, medical procedures, and in-studio assignments such as product illustration, Veteran compensation and pension documentation, and group or single portrait photography. Process the images using computer software in preparation for use in photo printing, publications (both print and web) and/or inclusion in video productions. Images are cataloged and electronically archived for future retrieval and use. Record video using a broadcast quality video camera or DSLR camera for projects ranging from presentation/training events to video news release features. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/02/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Audiovisual Production Series 1071 Individual Occupational Requirements (IOR) Education: Undergraduate and Graduate Education: Major study-Photography, radio or television production, motion picture production, or other fields related to the position. Or, Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis. Or, Specialized Experience: Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes work directly connected with the production aspects of the field(s) of the position to be filled. PREFERRED EXPERIENCE: Visual and graphic media experience preferred. Graphic arts knowledge preferred. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assignments including special event coverage and awards ceremonies, medical procedures, and in-studio assignments such as product illustration, Veteran compensation and pension documentation, and group or single portrait photography. Process the images using computer software in preparation for use in photo printing, publications (both print and web) and/or inclusion in video productions. Recording video using a broadcast quality video camera or DSLR camera for projects ranging from presentation/training events to video news release features. Pre-production preparations to prepare a brief summary of the proposed production including story-boards, shooting schedules, budgetary requirements for materials, and script outlines. Transfer and log the scenes into a computer for non-linear editing, color balancing, and special visual and/or audio effects may be applied. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an an appropriate combination of specialized experience and education. You will be rated on the following Competencies for this position: Communications and MediaTechnical CredibilityTelecommunications Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Position at times, may require standing long periods of time, working on location under a variety of conditions, working in sterile and isolated environments, and lifting of moderately heavy audiovisual equipment.
