The primary purpose of this position is to provide managerial consultation and support to AFOTEC, Plans and PolicyDivision (A-8X), Directorate of Plans and Programs (A-5/8), and AFOTEC Command Staff, as required.

Duties

- Management advisor to the Plans and Policy Division Chief, A-5/8 Director, and AFOTEC Command Staff. - Serves as OT&E policy staff, developmental policy specialist/analyst, and point of contact to all external T &E agencies (DOT&E, OSD, AF/TE, SAF/AQ, other service OT As, JITC, etc.). - Advises the Chief, Strategic Plans and Policy Division, Deputy Director and Director, Plans and Programs Directorate, HQ staff, Detachment staff, senior leadership and Detachment senior leadership as necessary, on matters of Test and Evaluation Policy, statutes, and guidance related to test and evaluation issues. - Provides technical policy review for Air Force and AFOTEC generated products such as test plans, test reports, test and evaluation strategy (TES), test and evaluation master plans (TEMPs), Acquisition Strategies, program management directive (PMD), etc., ensuring technical adequacy and policy adherence.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes application of analytical and evaluative methods and techniques; applying strategic planning guidance, military and joint planning doctrine; strategic, operational, deliberate planning, crisis and contingency planning, and war gaming support. Extensive knowledge of DoD, Air Force and AFOTEC organizations, functions and missions sufficient to accomplish internal policy reviews, critiques and comments on the content and structure of various testing documents, plans, reports, and briefings, and ensures compliance with applicable regulations and procedures. The employee must be able to properly apply US Air Force operational test and evaluation policies and procedures to specific system evaluation. This position requires a comprehensive knowledge of AF policy development, implementation and improvement procedures. The employee applies experimental and new developmental theories to problems not susceptible to treatment by accepted methods. Assignments require skill in conducting detailed analyses of complex functions and work processes. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of DoD and Air Force acquisition and operational test instructions, regulations, and publications including but not limited to the following documents: Title 10, para. 139, 2366, 2399, 2400, 2350a(g), DoD 5000.1, DoD 5000.2, Defense Acquisition Guidebook, CJCSI 3170.0 IE, CJCSM 3170.0 I B, CJCS I 6212.0 IC, AFI 99- 103, Air Force T&E Guidebook, AFI 10-601, AFOTECI 99-101, AFOTEC OT&E Guide, AFI 63-101, AFMAN 63-119. 2. Knowledge of the processes of formulating and implementing program and management policy. 3. Skill in developing and implementing policy and procedures. Skill in leading a team effort, controlling team dynamics, planning and executing complex, multi-faceted projects, and coordinating activities, and facilitating meetings. 4. Skill in written and oral communications. Skill in maintaining web pages to meet AFOTEC needs for information availability. 5. Ability to recognize and analyze problems, assesses options, and develops timely and economical solutions. Ability to adapt rapidly to change. 6. Ability to assimilate information from a variety of sources, from conclusions/recommendations regarding courses of action, and identify impacts of those recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
