This position is located in the Department of Homeland Security, United States Coast Guard, Atlantic Area, in Portsmouth, VA.

Duties

You will work as a Secretary within the Chief of the Operations Division, Coast Guard Atlantic Area, located in Portsmouth, VA. You will perform a variety of administrative and office automation duties to relieve the Chief of Operations and the Technical Advisor of administrative requirements.

Requirements

  • Must be willing to sign a Pathways Agreement.

  • The duration of the Recent Graduate appointment is the trial period.
  • This position requires a Secret clearance.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. AT THE GRADE LEVEL GS-05: Qualifying experience for the GS-5 level includes one (1) year of specialized experience equivalent to the GS-4 level. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include:  ·        Providing clerical support by preparing and proofreading documents for grammar, punctuation, and spelling ·        Using various software programs to prepare spreadsheets, word processing documents, or reports OR Education: Four year course of study leading to a bachelor's degree. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages. AT THE GRADE LEVEL GS-06: Applicants must have one year of specialized experience equivalent to the GS-05 grade level in the Federal sector.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: ·        drafting correspondence and other documents with proper grammar, spelling, punctuation, and format ·        receiving visitors ·        maintaining files and incoming correspondence ·        maintaining supervisor's calendar AT THE GRADE LEVEL GS-07: Applicants must have one (1) year of specialized experience equivalent to the GS-06 grade level in the Federal sector.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include:  ·        Scheduling and shifting appointments based on commitments ·        Gathering and assembling necessary supporting documentation for reports ·        Providing advice, assistance and training to clerical support positions OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as, Real Estate, Law, Business Administration, or a related discipline. (Note: You must attach a copy of your transcripts.). OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled such as, Real Estate, Law, Business Administration, or a related discipline. (Note: You must attach a copy of your transcripts.). Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. Selected participants are appointed into an excepted service appointment under the Recent Graduate Program and required to serve a one year trial period, and will be evaluated for conversion eligibility into a term or permanent appointment in the competitive service at the end of one year of continuous service, in addition to meeting all the requirements of the Recent Graduates Program. Employment under the Recent Graduates Program may not exceed 2 years plus any agency approved extension of up to an additional 120 days. Veterans' preference applies to selection for positions in the Pathways Programs.  Selections must be made in accordance with the requirements of 5 CFR part 302, veterans' preference laws. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
