The primary purpose of this position is to: Provide a variety of human resource administrative management services at both the MAJCOM and Installation level, guidance, and oversight related to human resources issues to employees, supervisors, and senior level management officials.

Duties

Plans, organizes, and directs the activities of SAF/AARC, ensuring that the Civilian Personnel Services Division complies with legal and regulatory requirements and meets customer needs Exercises supervisory personnel management responsibilities Represents SAF/AARC with a variety of MAJCOM, installation, and functional area organizations Performs program evaluation of a full range of HR programs at command and wing/installation level and develops and executes improvement/enhancement plans Serves as the Civilian Personnel Services Officer and the HAF/A1KC in absence of the supervisor

  • This is a Supervisory Position. A 1 year probationary period is required if applicant selected has not previously met this requirement. This position meets the supervisory exemption criteria of the Fair Labor Standards Act (5CFR.204)
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays
  • Must be able to obtain and maintain a Top Secret security clearance
  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Human Resources Management, Series 0201. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include: Knowledge of a wide range of federal Human Resources (HR) laws, executive orders, regulations, policies, directives, instructions, and concepts governing HR functions such as merit promotion, recruitment and placement, affirmative employment, employee management relations, workforce planning, employment performance and conduct issues, priority placement program, security, suitability and other programs, and how to interpret manpower documents and accurately connect personnel records to manpower and funding data elements. Ability to plan, organize, and direct Civilian Personnel Services Division human resources management activities for a civilian population. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of federal Human Resources (HR) laws, executive orders, regulations, policies, directives, instructions, and concepts governing HR functions such as merit promotion, recruitment and placement, affirmative employment, employee management relations, workforce planning, employment performance and conduct issues, priority placement program, security, suitability and other programs, and how to interpret manpower documents and accurately connect personnel records to manpower and funding data elements. 2. Knowledge of advanced federal human resources management (HRM) principles, concepts, practices, analytical methods, Defense Civilian Personnel Data System (DCPDS) and Defense Civilian Payroll System (DCPS), a wide range of qualitative and quantitative techniques, and relationships of various HR disciplines as well as seasoned consultative skill sufficient to resolve complex HRM problems not susceptible to treatment by standard methods. Knowledge of safety and security regulations, practices, and procedures. 3. Skill in applying analytical reasoning processes and ability to identify and project trends and propose alternative solutions to adverse trends, evaluation techniques to the identification consideration and resolution of issues or problems concerning efficiency and effectiveness of program operations, and evaluative methods that include a wide range of qualitative and quantitative techniques. Skill in applying basic principles, provisions, laws, regulations, practices, and techniques in affirmative employment, staffing, recruitment and placement, benefits, compensation and pay, classification, security, suitability, and employee development. 4. Skill in troubleshooting and resolving the most difficult problems associated with providing comprehensive affirmative employment, staffing, recruitment and placement, benefits, compensation and pay, classification, security, suitability, workforce planning and employee development advisory services. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization; to maintain harmonious effective relationships with managers, supervisors, employees, co-workers and others; and to ensure cooperative resolution of conflicts and to provide effective coordination of activities. 5. Ability to communicate effectively, both orally and in writing. and to establish and maintain effective and positive working relationships. Ability to provide analysis of diverse information and make recommendations for enhancements and improvements to the administration of programs and the resolution of problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
