About the Position: Serve as a Procurement Analyst for the U.S. Army Mission and Installation Contracting Command (MICC) located at Joint Base Lewis-McChord, Washington. THIS IS NOT A REMOTE POSITION - DUTY STATION IS JOINT BASE LEWIS-MCCHORD, WASHINGTON.

Duties

Serve as Procurement Analyst responsible for the analysis, review, and evaluation of a myriad of unusual, unique, complex procurement policies associated with the acquisition process and/or controversial contracting matters. Work with installation contracting offices and service customers to understand procurement requirements and implements Federal procurement rules, laws and procedures to achieve contract solutions. Conduct research and analyzes the latest market trends, commercial practices, and technological advances for possible use in improving innovations and efficiencies in Army contracting. Utilize Business Intelligence and other automated systems for statistical and other reports on aspects of contracting, such as trend analysis and spend analysis to promote strategic sourcing. Provide procurement advice, assistance, and policy/procedure interpretation to personnel at the customer activity. Take the lead in assessing customer satisfaction with procurement services, identifying areas of improvement, making recommendations for corrective actions, and following up to ensure that customer concerns are addressed. improve Management Controls by ensuring contractor surveillance/Quality Assurance requirements are included in contracts and that there is a clear understanding of Contracting Officer Representative roles/responsibilities. Identify potential for waste, fraud, abuse and mismanagement of Army programs and operations and initiate action to address as appropriate with remedial action.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • Must meet position requirements for Contracting Certification within 36 months of entrance on duty according to the DoDI 5000.66, change 3.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • One year trial/probationary period may be required.
  • You may be expected to travel up to 25% for this position.

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for a Procurement Analyst: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) Reviewing contracts for accuracy and conformity to policy and law; 2) Performing pre-award or post-award functions such as price or cost analysis, contract reviews, etc.; AND 3) Training new personnel on contracting and procurement procedures to support career progression. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
