This position is for the Medical Supply Distribution (MSD) areas of the Logistics Services and supported catchment area. The Supervisory Supply Technician is to insure that supplies and materials are distribute; direct, supervise and manage the primary inventory point that receives, stores, and issues supplies and materials. Supervise a team of supply technicians, Provide service to clinical and administrative services.

Duties

Major Duties as Assigned, but not limited to: The Logistics mission provides service to both clinical and administrative elements of the medical center, the adequacy and effectiveness of this program directly affects the accomplishment of the healthcare system's total health care mission as well as its economy of operation. In addition to VA directives and handbooks, all program activities are required to be consistent with legal and administrative requirements imposed by higher authority. It is therefore significant that a high degree of effectiveness, efficiency and consistency with the goals and objectives of management be maintained in all functional elements of the Supply Management Program. Supervision - Supervises a team of GS-2005 employees in the distribution area of Logistics. Plans work to be accomplished by subordinates, sets and adjusts short term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Develops and executes staff training. Evaluates work performance of subordinates. Gives advice, counsel, or instruction to employees on both work and administrative matters. Hears and resolves complaints from employees, group grievances and serious complaints. Initiates minor disciplinary actions. Identifies and develops training needs of employees. Finds ways to improve production or increase the quality of the work directed. Assures reasonable equity of performance standards and rating techniques. Provides direction of a major program segment with significant resources. Serves as the rating official on evaluations. Recommends awards or bonuses for personnel and changes in position classification, subject to approval by service chief. Finds and implements ways to eliminate or reduce significant bottlenecks and barriers to production. Promotes team building and improves practices. Makes or approves selections for subordinate nonsupervisory positions. Determines whether contractor performed work meets standards of adequacy necessary for authorization of payment. Approves expenses comparable to within-grade increases, overtime, and employee travel. Supply Distribution - Working through subordinate staff, directs and oversees management and distribution of all supplies and material in the VA Health Care System and supported catchment area with the following responsibilities: Maintaining stock at primary and secondary inventory locations for all clinical and administrative services. This involves pulling stock inventory and material from main inventory for delivery; replenishing stock inventory; interacting with clinical and administrative customers to ensure that issues and needs are identified and resolved or escalated to Inventory Management Specialists as needed; maintaining records on stock levels; recommending revisions in stock levels as needed to supply changes to Inventory Management Specialists; communicating any concerns related to supplies, equipment and procedures, providing information as needed orally or in writing regarding customer or external stakeholder issues, general telephone inquiries and visitor referrals; communicating with customers and vendors to obtain information regarding medical supplies. Monitoring expiration dates, rotating stock to limit outdates and removing items from use as required by outdates. Checking inventory for stock identified for recalled items and hazard alerts; assisting customers complete work orders for needed equipment. Inventory Control - Receiving - Working through subordinate staff, directs and oversees the receipt of the supplies and material into the VA Health Care System and supported catchment area. The duties include: unpacking/uncrating supplies from shipping cartons; properly storing supplies and material in main/primary inventory areas. Stores items in accordance with established guidelines, utilizing computerized inventory system, to ensure sterility and integrity of the supplies and material and the data integrity of the inventory management system. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/07/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, planning and coordinating work to be accomplished by other staff; establishing priorities for a department; overseeing the receipt and distribution of supplies and materials for a complex medical center; maintaining stock at inventory locations; monitors expiration dates; ensure supplies are delivered timely; training new employees and answering questions on local processes and procedures; ensuring proper storage of supplies and materials; resolving problems and providing guidance to others on logistics activities; and making recommendations on improvement of wok production and quality of work. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires standing and walking during the entire workday, and frequently reaching, bending and lifting of supply packages (occasionally weighing as much as 50 pounds). Work requires pushing loaded carts of medical supplies (weighing in excess of 100+ pounds). With proper assistance, moves heavier items weighing over 40 pounds.
