This position is part of the Organization of the Joint Chiefs of Staff, Joint Chiefs of Staff. Supports the Branch Chief to provide a full range of management responsibilities of DoD-wide Joint command and control (C2) modernization, synchronization and sustainment requirements, capability integration and interoperability, and strategic planning in support of the DDC5I.
Duties

As a PROGRAM ANALYST (CYBER OPERATIONS) at the GS-0343-14 some of your typical work assignments may include:
Performs program managerial functions to guide and assess tasks necessary to sustain and modernize the Joint C2 capabilities/family of programs (FoP).
Performs analytical and operational analysis to guide and assess Joint C2/Cyber capability sustainment and development to: 1) identify, validate, prioritize and manage over 1000 Joint C2 requirements, and per Joint Requirements Oversight Council (JROC)-delegation, adjust as necessary; 2) develop doctrine, organization, training, leadership awareness/education, personnel, facilities and policy (DOT-LPF-P) recommendations for joint C2 capabilities; 3) enable capability assessment and fielding decisions of new software versions for fielding at 50+ major worldwide sites, and hundreds of minor sites; 4) support early identification, validation, and prioritization of Joint C2/Cyber system/capability problem reports; and 5) in coordination with external organizations, evaluate the adequacy and policy compliance of testing activities between Joint C2/Cyber capabilities and external information technology (IT) systems to ensure integration and interoperability.
Provides the Capability Management Branch Chief and the Division Chief technical and programmatic analyses of current and emerging Joint C2 capabilities to influence C2/Cyber governance and management forums, e.g., C2 Executive Steering Council, C4/Cyber Functional Capabilities Board, Joint Capabilities Board, Military C4 Executive Board, and the Program Managers-Chief Engineers Steering Group.
Prepares and presents high level briefings of conclusions, many being highly subjective and not readily susceptible to verification until actual operational situations are encountered.
Provides results of studies, analyses, and evaluations to counterpart agencies to share experiences and thereby improve overall defense level planning in areas of assignment.

Qualifications
You may qualify at the GS GS-14 , if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:
Applying quantitative and qualitative methods and techniques in order to develop staffing standards covering complex program functions or missions.
Evaluating DoD cybersecurity policy to assess decision making and system engineering processes for emerging cyber challenges facing the department,. supports the development, integration and continuous improvement of the government's cybersecurity.
Identifying analytical techniques to assess and analyze cyber programs.
Interpreting joint C2/Cyber system architectures, strategic plans, and DoD IT-related Directives and Instructions to manage projects, develop new approaches to identify operational level C2 site workload factors and perform quality levels and determine accurate measurement techniques.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Substitution of education may not be used in lieu of specialized experience for this grade level.
