This position is located in the Office of Acceptance Facility Oversight, Directorate of Passport Services, Bureau of Consular Affairs (CA/PPT/S/AFO), Department of State. The office provides oversight to the Passport Application Acceptance Program across the U.S. and it manages and coordinates the national Acceptance Facility Oversight Program; and conducts inspections of Passport Acceptance Facilities domestically and abroad to assess compliance with established policy/guidelines.
Duties
Serves as a regional-level program analyst whose duties are dedicated to the design, implementation and continued monitoring of fraud prevention/detection procedures as outlined in the Passport Agents Reference Guide (PARG).
Interprets existing passport policies and procedures where decisions have impact on acceptance facilities and throughout all of the domestic passport agencies and centers.
Plans, organizes, and conducts Acceptance Facility Oversight (AFO) inspections of participating acceptance facilities in their area of responsibility on a regular basis.
Participates/gives presentations at regional and national conferences, and meetings involving issues or concerns regarding the prevention and detection of passport fraud and proper internal controls.
Solicits feedback from the acceptance facilities on level of support and training received to implement the passport acceptance process.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
At the GS-12 Level:
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience in quantitative and qualitative methods in order to assess and improve the effectiveness of an organization's nationwide programs;
Experience operating in a liaison capacity and establishing/maintaining cooperative working relationships with coworkers and high level officials representing organizations within and outside the organization;
Experience developing recommendations for problems resolution or enhanced production/productivity; and
Experience communicating effectively with a variety of internal and external stakeholders both orally and in writing.
There is no substitute of education for specialized experience for the GS-12 position.
At the GS-13 Level:
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience coordinating operational initiatives that require the involvement of multiple agencies/centers or regions and external Directorate offices;
Experience in quantitative and qualitative methods in order to assess and improve the effectiveness of an organization's nationwide programs;
Experience operating in a liaison capacity and establishing/maintaining cooperative working relationships with coworkers and high level officials representing organizations within and outside the organization;
Experience developing recommendations for problems resolution or enhanced production/productivity; and
Experience communicating effectively with a variety of internal and external stakeholders both orally and in writing.
There is no substitute of education for specialized experience for the GS-13 position.
