You will serve as a SHORE READINESS OFFICER in the Fleet Shore Requirements, Assessments and Strategic Studies Division of COMMANDER US PACIFIC FLEET.

Duties

You will coordinate/collaborate with key stakeholders from shore, operational units, and COMPACFLT directorates to identify gaps in supporting Fleet infrastructure requirements and refine resources necessary to reduce or eliminate those deficiencies. You will weigh the relevance and accuracy of information and evaluate various alternatives to refine potential courses of action that ensure capabilities to the Fleet in the most cost effective manner and to meet mission need date. You will ensure requirements are identified within all processes at installations, SYSCOMs TYCOMs, CNIC, OPNAV and other stakeholders' impact statements, assessments, evaluations, and priority lists. You will evaluate options to support Fleet requirements to meet timelines in the most cost efficient manner, through critical analyses. You will coordinate with other directorates to ensure proposed solutions balance impacts and identify cost reallocations or risk mitigations. You will provide technical assistance as assigned to identify utility gaps and impacts to COMPACFLT operations. You will coordinate with key stakeholders to identify condition and capacity gaps, risk to mission, and develop courses of action to include resourcing through energy conservation, energy financing, enhanced use lease, and other creative methods. You will collaborate with COMPACFLT, CNIC, Regional Commands, and NAVFAC staffs to achieve optimal use of Navy real estate, facilities, and infrastructure. You will perform specialized studies which involve planning and engineering analysis, applying architectural codes and practices, forecasting techniques by analyzing historical trends, and current programmatic adjustments. You will present findings and briefs in both written and oral formats at various meetings, forums, and working groups.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience applying professional community planning, architectural, or engineering concepts, principles and practices to evaluate and execute strategic military shore infrastructure plans (e.g., allocation and expenditure of resources, requirements lists, prioritization, risk assessments, collaboration) for current and proposed military shore infrastructure projects (facilities, utilities, ground improvements, and structures). Series 0801: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Series 0020: Degree: Community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.
