In this position you will serve as a Management and Program Analyst within the Federal Highway Administration providing procurement systems assistance, training, and support for the acquisition business systems environment (i.e., Delphi & ESC PRISM), which also includes databases from a variety of sources (i.e., CPARS, SAM, FPDS, USA Spending, etc.) to produce performance and progress measures.

Qualifications

For the GS-13:
On Experience, you must have at least one year of experience, equal or equivalent to the GS-12 grade level, which included:
Experience using various procurement or data management systems tools such as Delphi, ESC PRISM, CPARS, FPDS, SAM, or USA Spending, etc., to analyze and derive innovative findings from multiple data sources and effectively communicate complex concepts that foster understanding for enhanced decision-making for multiple customers and stakeholders.
For the GS-14:
On Experience, you must have at least one year of experience, equal or equivalent to the GS-13 grade level, which included:
Experience using various procurement or data management systems tools such as Delphi, ESC PRISM, CPARS, FPDS, SAM, or USA Spending, etc., to analyze and derive innovative findings from multiple data sources and effectively communicate complex concepts that foster understanding for enhanced decision-making for multiple customers and stakeholders; AND
Experience independently developing and managing projects/programs or leading teams in analyzing data to innovate, resolve program issues, and/ or address audit findings.
You cannot use education to qualify at grades 12 and higher, you must have experience.
