The primary purpose of this position, provide a Senior Computer Scientist to perform professional work in the computer sciences as it applies to the simulation and evaluation of Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance Weapon Systems. Complex electronic instrumentation systems, both ground and airborne installations.

Duties

Perform computer scientist work in one or more areas such as development of software systems, high-speed computing-systems; real time data acquisition systems, simulation modeling, data analysis and complex electronic instrumentation systems for testing both ground-based and airborne weapon system lnsta1lations. Develop and apply system evaluation methods and techniques to major portions of large projects or studies. Plan and carry out the collection and analysis of information, data and standards used by the assigned organization to perform computer science projects. Carry out special projects and assignments in the development of software and solutions to be Used by other computer scientists, engineers, contractors and /or customers.

  • The employee will be required to meet, or be capable of meeting, Defense Acquisition Work lmprovem1mt Act (DAWIA) requirements applicable to the duties of the position. Employee is expected to meet Continuing Acquisition Education requirements.
  • The performance of duties of this position requires a full 4-year course in an accredited college or university leading to a bachelors' degree in a computer science discipline. An advanced degree is preferred.

Qualifications

Basic Qualification Requirement for Computer Scientist, GS-1550-12: You must meet the following qualification requirements by the closing date of the announcement and provide documentation to support your qualifications (If you are using education to qualify, failure to submit the required documentation will result in you being rated ineligible. See sections on "College Transcripts" and "Foreign Education" below for required documentation.): Degree: A Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. SPECIALIZED EXPERIENCE: I have or will have within 120 days of the closing date, the basic education requirements for the GS-1550-12 AND I have one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes knowledge of computer software concepts such as data representation, data structures, file systems, operating systems, computer languages, software development methodologies, and network protocols; computer hardware concepts such as computer architecture, computer communication systems, peripheral control systems, and bus architectures. Ability to modify standard practices and adapt equipment or techniques to solve a variety of problems. Ability to adapt precedents or make significant departures from previous approaches to similar projects to provide for the specialized requirements of some projects. Ability to apply the standard practices of related disciplines as they relate to computer and electronic design. Ability to plan and monitor large-scale projects to ensure compliance with applicable objectives, standards, and requirements. Note: Applicants must submit a copy of official transcripts. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of computer science policies, theories, principles, and concepts to solve assigned problems. Professional knowledge of theoretical foundations of computer science, Including digital computer systems architecture, systems software organization, and electronic theory. Professional knowledge of computer science and related disciplines to design to design, develop and adapt scientific methods and techniques to recommend solutions for computer and instrumentation problems. Ability to analyze, interpret and apply computer science procedures in a variety of situation and recommend effective solutions lo senior engineers. Ability to communicate effectively both orally and In writing PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
