Duties

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Paralegal Specialist, you will: Perform complex and comprehensive legal duties within the Office of General Counsel (OGC). Coordinating distribution and collection of comments on documents circulated for Department-wide review. Analyze and summarize legal decisions, opinions, and other legal matter, for use by attorneys; and based on specialized paralegal background. Use various forms of technology to facilitate and improve the functions of the Office, as needed.

You must meet the following requirements by the closing date of this announcement. Specialized Experience: For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes: Experience regularly performing legal research and preparing necessary documentation for estate-related or other housing or community development program areas; OR Experience regularly performing independent legal research and substantive legal support functions that require a specialized knowledge of laws applicable to agency mission, precedent decisions, regulations, agency policies and practices, commercial legal publications, or administrative proceedings; OR Experience reviewing and preparing documents related to legislation and legislative history or Federal rulemaking; OR Experience preparing detailed legal documentation, performing fact-finding or analysis of issues relating to Federal or state laws, policies or programs, and preparing summaries and proposed resolutions of such issues. Specialized Experience: For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes: Experience regularly performing legal research and preparing necessary documentation for estate-related, or other housing or community development program areas or responding to requests for information under federal statutes (FOIA), regulations or guidelines; OR Experience regularly performing legal research and prepared necessary documentation in the course of regulatory actions or reviewing legislation; OR Experience performing fact-finding or analysis of issues relating to Federal or state laws, policies or programs and preparing summaries and proposed resolutions of such issues. OR Education: You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree, OR 3 full years of progressively higher-level graduate education leading to such a degree, OR LL.M., in an accredited college or university that demonstrates the knowledge, skills, and abilities necessary to do the work. Some substitution of education for experience is permissible. OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience. Specialized Experience: For the GS-09 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized Experience for this position includes: Experience assisting in performing legal research and assisting with preparing necessary documentation in support of attorneys' legal recommendations or responses to legal requests related to estate-related, or other housing or community development program areas; OR Experience in performing legal research in the course of regulatory actions or reviewing legislation. OR Education: You may substitute education for general or specialized experience as follows: Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D. in an accredited college or university that demonstrates the knowledge, skills, and abilities necessary to do the work. Some substitution of education for experience is permissible. OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of 18 semester hours (27 quarter hours), may be used to combine education and experience. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
