The incumbent serves as a Program Analyst for the Agricultural Marketing Service's (AMS) National Organic Program's (NOP) Accreditation Division.

Duties

The duties may include, but are not limited to: Providing analysis, reporting, and communication needs, including communicating with the public on a wide range of issues. Maintaining an existing data management system and using software and other tools to mine the database to generate a variety of reports and responses to other informational requests. Reviewing and analyzing annual reports from certifiers to determine compliance with the regulations and administrative completeness. Serving as the primary interface between the program and internal technology development teams and external vendors to assess tool needs and develop implementation plans to implement. Creating and maintaining project plans and descriptions and preparing briefings and reports as needed.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates all of the following: Experience designing queries from existing databases or case management systems. Analyzing resulting data to generate performance measures and reports. Experience drafting reports, executive summaries, briefings, and/or communications for management and/or members of the public conveying technical information. Experience troubleshooting, teaching, and assisting end users in how to use a specialized software system or case management system, including one-on-one support and training/tutorial development. Experience developing and implementing project plans that include multiple tasks, steps, deliverables, and dependencies. OR 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D., LL.M., or equivalent doctoral degree. OR An appropriate combination of specialized experience and education. Note: your combination may be computed by first determining your total qualifying experience as a percentage of the experience required for this grade level; then determining your education as a percentage of the education required for this grade level (only graduate education in excess of 36 semester hours may be used to qualify for this grade level). The total percentages must equal at least 100 percent. Equivalent combinations of education and experience are qualifying for this grade level. You are qualifying for this position based on a combination of experience and education Note, education must have been successfully completed and obtained from an accredited school, college, or university Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
