The position of a Natural Resource Specialist/Physical Scientist serves as the State Office Program Lead (SOPL) for the Abandoned Mine Lands (AML) Program for the Bureau of Land Management (BLM) New Mexico State Office (NMSO).
Duties
Oversees the completion of inventories and mitigating physical hazards at abandoned mine sites at multiple field and district office locations throughout BLM-NM. Provides technical direction and assistance to Field Office (FO), District Office (DO), NMSO, and Headquarters (HQ) staff on AML Program work plans, budgets, mitigation techniques, policy development, program monitoring, environmental coordination, technical reviews, and inter-agency coordination.
Establish, lead, direct, and coordinate project teams to accomplish project objectives including providing day to day oversight of the projects.
Develop strategies and recommendations to address major project issues involving funding, data management, and policy implementation.
Guide and motivate others to gain the confidence and active support of internal and external customers and stakeholders.
Organize the workload and balance the interests and needs of clients.
Monitor and evaluate progress to ensure that program and policies are implemented and adjusted as necessary to accomplish the organization's mission.
Provide reports on projects to management, state/district/field offices, and other stakeholders of various funding sources.
Prepare financial reports and supporting documentation for funders, stakeholders, and senior management as outlined in funding agreements.
Establish and maintain cooperative relationships with other BLM offices, user groups, and state and federal agencies (e.g., EPA, USGS, USFS, F7WS, NPS, DOE, etc.) concerned with the BLM's Abandoned Mine Lands (AML) and minerals management program.
Utilize contracts and agreements to plan, execute, and monitor AML projects.
Serve at the Contracting Officer Representative (COR) on contracts and as Program Officer (PO) on agreements.

- The position requires regular travel. You must obtain a government charge card for travel purposes.
- Must maintain certifications as a Contracting Officer Representative (COR) and Program Officer (PO).
- Must maintain Mine Safety and Health Administration (MSHA) surface, confined space, and OSHA 30 training certifications.
- Santa Fe location: This is a bargaining unit position represented by the National Treasury Employees Union Chapter 340.
Qualifications

Since this is an Interdisciplinary position, you must meet the BASIC REQUIREMENT for at least ONE series AND meet the ADDITIONAL QUALIFICATION REQUIREMENT in order to qualify for this position.
BASIC Education Requirement for the 0401 Series:
A. Successfully completed a bachelor's degree or higher from an accredited college or university in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Note: You must submit your transcripts.
OR
B. A combination of education and experience. This includes courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Note: You must submit your transcripts.
BASIC Education Requirement for the 1301 Series:
A. Successfully completed a bachelor's (or higher) degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. Note: You must submit your transcripts.
OR
B. A combination of education and experience in one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Note: You must submit your transcripts.
AND
The ADDITIONAL QUALIFICATIONS Requirement:
Specialized Experience GS-12: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following: (1) developing and performing a wide variety of professional science management projects/assignments in support of federal surface and subsurface environmental and compliance reviews and natural resource management/land management programs; (2) anticipating and resolving problems related to components within an ecosystem including plant and animal communities, wildlife habitat conditions, riparian resources, hydrology and geology, and soil, water, and air resources sufficient; (3) overseeing the completion of inventories and mitigating physical hazards at abandoned mine sites at multiple field and district office locations; (4) interpreting National Environmental Policy Act (NEPA) laws, regulations, policies, and guidance for specific land and resource management programs and projects.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

Education
Basic Education:
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
Specialized Experience:
There is no substitution of education for experience at the GS-12 grade level of this announcement.
