This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Supervision/Management Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA OC/JOINT SUPPORT STAFF CENTER.
Duties
Serve as first line supervisor, managing a staff of subordinates, setting priorities, and scheduling work completion within the Personnel Management Branch.
Review performance plans and appraisals, civilian personnel evaluation reports, and monitor all input and resolve discrepancies prior to submission to leadership.
Determine program goals, objectives, and resource requirements.
Delegate work, authority and responsibility to subordinates, and establishes clear expectations for personnel assigned.
Manage all aspects of employee management/relations and labor relations within scope of authority.
Perform tasks related to human resources to include interviews and selects candidates for vacancies; supports career development of employees assigned while ensures a continuing application of the DISA and DOD policy of equal employment opportunity.
Provide authoritative assistance and advice in the formulation, evaluation, and implementation of plans for achieving personnel policy goals and objectives related to the implementation of new and significant legislation and programming.
Serve as planner, analyst and advisor for JSSC on all types of manpower and personnel actions including matters concerning personnel authorizations and requirements.

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- Top Secret/ SS security clearance required.
- Test Designated Position (TDP). The incumbent is subject to initial and random drug testing.
Qualifications
In order to qualify for this position, you must meet the requirements described below.
Qualifying Experience:
To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as: Civilian and military personnel management and command administrative support. Civilian and military personnel programs and plans formulation, execution, and evaluation. Experience in human resources procedures at management and subordinate levels.

Education
There is no substitution of education for the qualifying experienceat the GG-14 grade level.
