About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is with the US Army Intelligence & Security Command, 780th Military Intelligence Brigade responsible for providing technical guidance and day-to-day management of varied logistical functions with the 780th MI BDE, S4.

Duties

Develop organizational policy and procedures for unique logistical programs. Develop operational requirements pertaining to Property Maintenance (RPM) and short/long range planning requirements. Perform semi-annual inspections to evaluate compliance IAW regulatory and Command requirements. Provide oversight of group-wide Financial Liability Investigation of Property Loss (FLIPL) documents. Serve as Real Property Manager and Inter/Intra-service Support Agreement (ISA) manager (SAM). Direct on-the-job training and provide back-up skills by cross training.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a TOP SECRET security clearance based on a Single-Scope Background Investigation (SSBI) with eligibility for Sensitive Compartmented Information (SCI).
  • Must be able to obtain and maintain access to National Security Agency (NSA) facilities and networks.
  • Temporary duty (TDY) travel may be required 20% or less.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Under crisis situations, may be subject to short notice expanded hours, possible recall situations, and irregular work hours, including weekends/holidays.
  • Overtime/shift work may be required.
  • Must be able to obtain and maintain a valid state driver?s license.
  • Must be able to pass the Army Defensive Driver?s Training course.
  • Position is designated Mission Essential and must be able to remain on duty or make every effort to report to duty on time during emergency and/or crisis situations.
  • Position is considered KEY and the essential nature of the position prohibits it from being vacated during a national emergency or mobilization.
  • A family care plan is required for single parents or families where both parents are either KEY, Emergency Essential, Non-Combat Essential, and/or Mission Essential, including situations where one parent is in the military.
  • Failure to perform the duties of this position may result in appropriate action ? defined as separation for the efficiency of the Federal service under the procedures contained in 5 CFR 752.

Specialized experience is defined as: Developing procedures pertaining to logistics program management; experience with multiple logistic programs, such as, the Command Supply Discipline Program, Material/Maintenance Management, Life Cycle Management, Integrated Logistics Support, and property accountability/authorizations; and experience directly accountable for receipt of real property and construction and improvement of real property. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-12).
