The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. This position is with the Alaska VAHCS Fiscal Service. This position will report to the Chief Financial Officer, who will provide direction for daily activities. Work performed supports the budget for personnel salaries and expenses in activities financed through direct annual appropriations.

Duties

The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. As part of the VA's succession planning, the Technical Career Field (TCF) training program was created to ensure individuals are trained in critical areas that have current or predicted shortages. The program is nationally funded to include salary, benefits and training/travel dollars. At the time of acceptance into the TCF program, trainees will be asked to sign mobility, training, and service agreements. Relocation expenses for acceptance into the training program or for placement are not funded by the TCF program. Please keep in consideration, the training program is meant for those individuals who plan on staying with the VA a minimum of 3 years after completion of their training program. Selectees will be required to complete and sign the following paperwork; Mobility, Training, and Continued Service Agreements. Although not guaranteed, with more than 150 freestanding facilities and hundreds of clinic locations, we will strive to place trainees in positions that will work for their needs and the needs of the VA. This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Major Duties and Responsibilities include: Responsible for the total budget process including creating, executing, and reporting budget administration functions, payroll functions, certifications of fiscal transactions, control, execution, and review of all portions of the appropriated funds budgeted. Receives the call for the budget for internal and external operating program; interprets the call and prepares instructions for use by the organization, program managers, and service chiefs; and works closely with them to assure complete understanding and compliance with all fund requirements. Uses a variety of information from various internal and external sources; prepares estimates for projected operating budget(s); and prepares justification for the estimates. Prepares budget estimates and consolidates the estimates into an integrated budget forecast. Using a wide variety of computer systems, compiles and coordinates the presentation materials for all areas of the budget. Monitors control point expenditures in relation to planned levels. Plans and conducts studies to determine the requirement for updated financial information. Performs other related duties as assigned. Qualifications

All qualifications requirements must be met by the closing date of the announcement. You must meet one of the following in order to qualify for this position: Superior Academic Achievement at the GS-7 level: (SAA) at the baccalaureate level in coursework related to the position, detailed above, is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following: 1. Rank in the upper one-third of your class in the college, university or major subdivision. 2. A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. 3. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. 4. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. (Transcripts Required) OR Specialized Experience for the GS-7: Must have one year of specialized experience equivalent to at least the GS-5 level in the federal service. Specialized experience is experience applying knowledge of procedures and processes for budget formulation to compile, correlate, and consolidate individual one-year estimates (e.g., for personnel salaries and expenses, travel, and minor building maintenance) and to enter the consolidated estimates in appropriate forms and schedules in accepted format; experience in the analysis and comparison of selected object class and line item obligations and expenditures in the approved operating budget to determine whether funds are being used appropriately; experience adjusting data on the appropriate forms and schedules to reflect changes in funds available, obligations, and expenditures; and experience writing brief factual reports detailing the purposes for which funds were obligated and expended (e.g., travel, overtime, or office supplies). OR Substitution of Education of Specialized Experience: One (1) year of graduate-level education which demonstrates the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (Transcripts Required) OR Combination of Education and Specialized Experience: An equivalent combination of specialized experience and graduate education to meet the qualification requirements for this position.
