Incumbent serves as the CNIC Headquarters (HQ) N96 Child and Youth Education Services (CYES) Program Analyst. Incumbent is responsible for the implementation of all CYES core areas to include new or improved programs to support Navy CYES operations. Incumbent coordinates efforts among designated HQ program personnel, provides technical direction and guidance, and provides assessment of compliance as it pertains to CYES.

Qualifications

Resumes must include information which demonstrates experience and knowledge, skills, and ability (KSAs) as they relate to this position. Applicants are encouraged to be clear and specific when describing their experience level and KSAs. Must possess four years of experience with administrative and managerial functions of Child and Youth Education Services Department of Navy (DoN, and/or Department of Defense (DOD)) School Liaison Program. Knowledge of program management, requirement determination, policy development, evaluative and analytical processes, and program implementation. Knowledge of Navy, DOD operational organizational structure, chain of command, protocol and funding, particularly as it relates to Child and Youth Education Services. Knowledge and understanding of the DoD/DoN philosophy, goals, vision, policy and programs relating to child and youth educational issues of military members. This includes processes required to develop, evaluate, and defend budget proposals and programs to higher levels in DoN, DoD, and Congress. Knowledge of pertinent laws and regulations and the process used to effect change including evaluating the content of new or modified legislation for impact to CNIC AOR and translating legislation into program goals and implementation. Knowledge of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or improvement of complex management processes and systems, which have impact on CNIC/Navy/CYP program goals and objectives. Knowledge of research methodology, information retrieval, and data organization for analysis, decision making, and formulation of recommendations. Research methods include interviews, focus groups, working groups, surveys, and data search. Skill in applying methods and practices in solving problems to meet business and customer needs. Skill in conducting subject matter related training. Ability to develop customer service and process improvements, innovative solutions, and identify policy changes and/or major variations from established policy for leadership review in advance of implementation. Ability to effectively work with customers and outside agencies, providing information and assistance, coordination, assessing needs, and offering effective solutions. Ability to make sound, well-informed and objective decisions. Must be open to change, interpret new information and adapt behavior, and work methods positively in response to new information. Ability to independently plan, develop, prioritize, and manage continuing projects, operations, and programs. Ability to interpret complex instructions, directives, and correspondence and apply them to specific situations. Ability to negotiate with diverse groups (e.g., patrons, corporate executives, other CNC entities, command officials) to accomplish mission of the organization. Ability to develop and implement plans involving major changes in management and operational concepts. Ability to communicate effectively both orally and in writing including demonstrated ability to deal effectively with senior level management.
