This position is located at the Lebanon, PA VAMC. The purpose of this position is to supervise six Medical Administrative Assistants located in Health Administration Service, whose responsibility is to represent both the Medical Center Director and HAS on all administrative matters occurring when assigned. The Supervisory Medical Administration Specialist position is supervisory in nature and requires continuing and ongoing responsibility in assisting in recommending programs and policy matters.
Duties
The incumbent works rotating shifts, including weekends and holidays in accordance with the needs of the medical center. The AOD is delegated authority and responsibility to exercise the Medical Center Director's prerogative in medical administrative matters occurring during the tour of duty; represents and acts on behalf of the Medical Center Director in (non-policy making) administrative matters; represents' management in matters pertaining to the lawful retention of veterans in the VAMC; maintains continuity of functions and provides full medical administrative support during other normal tours of duty to clinical and administrative medical center staff; is responsible for achieving management objectives and supporting the decisions of management in carrying out duties; and provides technical guidance necessary to meet procedural, legal, and administrative requirements relating to the care and treatment of patients to achieve optimum use of available resources.

Program Oversight and Evaluation
Acts as technical guide and expert for all administrative personnel assigned to other than normal tours of duty.
Remains alert to possibilities for changes or improvements in the organizational structure and work functions of the section to achieve more effective, productive, and economical operations and for means to reduce operating costs without impairing the overall operations of functions provided.
Incumbent must be competent to communicate with a very wide range of people, both verbally and in writing to include but not be limited to, Veterans, family members, Service Line Vice Presidents, Professional and Administrative personnel from our VA, other VA's, and private sector facilities.
Incumbent must be knowledgeable of all Federal Regulations, guidelines, and memorandums for all areas in Patient Registration.
Incumbent is responsible for resolving problems not covered by established policies. When requested, serves in an acting capacity in the absence of the Supervisor of Patient Registration.
Medical Center Administration
Delegated authority of the Chief, Health Administration Service (HAS) for administrative activities occurring on the tour. Interprets VA rules and regulations relating to determine legal entitlement to benefits relating to hospital admission; nursing home, dental, domicile, non-VA purchased care, and outpatient care, dental treatment, prosthetic appliances, patient transfer, and beneficiary travel.
Provides administrative authority, guidance, and advice to clinical management and staff concerning administrative matters necessary for operation of the medical center during other than normal tours.
Coordinates non-routine contacts received at the medical center after regular operating hours. Receives and responds to non-routine patient condition inquiries and other administrative enforcement officials, representatives, from private hospitals, veterans service organization representative, VA Central Office, congressional offices, military personnel, private physicians, media and general public.
Guides all HAS personnel assigned to other than normal tours of duty and serves as an advisory resource. In the absence of an assigned supervisor logs in all requests for annual or sick leave for HAS personnel on their irregular tours.
Prepares daily Gains and Losses sheet and other related statistical reports. Maintains current bed inventory; obtains bed availability for treatment needs: Provides daily report/log of all activities occurring during tour of duty. Briefs on-coming shift of pending events.
Supervisory Duties
The incumbent supervises all Administrative Officers of the Day.
Performs the administrative and human resource management functions relative to the staff supervised. Assists in establishing guidelines and performance expectations for staff members which are clearly communicated through the formal employee performance management system. Observes workers' performance and conducts work performance critiques. Provides advice and counsel to workers related to work and administrative matters and effects disciplinary measures as appropriate to the authority delegated in this area.
Resolves informal complaints and grievances and recommends personnel actions as necessary. Deals effectively with employees on employee suggestions, complaints, grievances, and other matters in the daily administration of labor-management agreements.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive working knowledge of applicable public laws, VA policy and regulations, station directives, legal decisions, and beneficiaries and the ability to locate and interpret all applicable regulations, knowledge of medical and administrative records systems, knowledge of general principles of management and supervision, knowledge of computer menus relating to processing data for veterans benefits and scheduling systems, ability to interpret rules, regulations, policies and procedures to make sound decisions, ability to deal with a variety of individuals with tact, ability to analyze complex problems, and knowledge of safety and fire prevention rules and regulations.

To qualify based on education for this grade level you must have a master's or equivalent graduate degree or completed two full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Physical Requirements: The work involves, standing, walking, and ensuring staff are in respective duty locations. Some slight physical effort may be required. Work is mostly sedentary but requires some bending, walking, standing, lifting, and carrying of light items, such as reports to various areas of the Medical Center. Working at the computer for long periods of time and accessing information from the various computer systems is necessary.
