This position is in the Senior Executive Service (SES), a small elite group of top government leaders. Duties
Leads a directorate in the office of the Deputy Inspector General for Evaluations to conduct evaluations that promote the economy, efficiency, and effectiveness of DoD programs and operations.
Directs multi-disciplinary teams to plan and execute a wide range of oversight evaluations of DoD components, activities and programs.
Oversees evaluations of international programs, domestic and international logistics, transportation systems and services, supply management, personnel and equipment readiness, military training, and military health care.
Oversees evaluations of Combatant Command operations and Overseas Contingency Operations.
Evaluates the adequacy of findings and recommendations and reviews and approves evaluation reports.
Ensures evaluations are conducted in accordance with Quality Standards for the Inspections and Evaluations of Offices of Federal Inspectors General issued by the Council of the Inspectors General on Integrity and Efficiency (CIGIE).
Establishes and maintains effective relationships with DoD organizations and agencies, the Military Departments, Combatant Commands, and other Federal entities to maintain awareness of matters that may affect assigned oversight functional areas.
Keeps stakeholders informed of planned, ongoing, and completed evaluations, and the status of open recommendations.
Requirements
- Must be a US Citizen
- Position has been designated as Special Sensitive; incumbent is required to be eligible (and maintain eligibility) for a Top Secret with Special Compartmented Information (TS/SCI).
- Male applicants born after Dec. 31, 1959 must certify at the time of appointment that they have registered with the Selective Service System, or are exempt from having to do so under the Selective Service law (see www.sss.gov).
- Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless required probationary period has been served. Selectee may also be subject to a records review prior to being appointed to this position.
- Applicants selected are required to submit to a drug test and receive a negative drug test result prior to appointment. Incumbent is subject to random drug testing for the duration of service with the DoD OIG.
- Selectee will be required to complete and submit an Executive Personnel Financial Disclosure Report, OGE-278, prior to entering the position and annually thereafter.
- All newly appointed career SES leaders are required to sign the Mobility Agreement as a condition of employment.
- Incumbent may be required to travel both in the Continental United States, as well as overseas locations.
- All newly appointed career SES leaders must sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.
- The incumbent must adhere to the DoD Standards of Conduct.
Qualifications
Applicants must provide evidence of progressively responsible leadership experience that demonstrates senior executive management capability directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) listed below.
Qualifications include both leadership skills that are applicable to all SES positions and technical or program qualifications specific to the position.
The best-qualified candidates will be distinguished from other applicants by an evaluation panel of subject matter experts, considering the below listed Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs).
All factors are mandatory unless stated otherwise. These factors are required and must be addressed for the incumbent to perform the duties of the position. The mandatory technical qualifications must be met to be rated eligible for the position.
This position has been evaluated to be a Tier B position under the DoD OIG SES Personnel Management and Compensation System.
MANDATORY TECHNICAL QUALIFICATIONS (MTQs):
The applicant is to provide a separate narrative statement to each of the following mandatory technical qualifications that describes fully, but concisely, how his/her experience supports each of the following qualifications. Each MTQ narrative Must Not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration:
1. Mastery knowledge of applying managerial analysis techniques to design, plan, execute, and oversee complex oversight projects.
2. Expert ability to effectively communicate at the senior executive level, orally and in writing, concerning complex issues; to maintain good working relationships; and to horizontally coordinate and integrate oversight planning, analysis, and reporting.
EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service, and are in addition to the specific technical factors listed above. To assess the executive experience of each candidate, applicants who are applying for their initial career appointment in the SES must demonstrate, with specific examples, how their experience is relevant to exercising leadership in each of the five competencies.
Current or former SES Career employees are not required to address the ECQs (SES Career employees include only those appointed under Title 5 U.S.C. 3393).
A concise executive summary must show where and when the qualifications were obtained, the organizational setting in which the experience was acquired, (e.g. organizational size, level, and assigned fiscal resources), and a narrative discussion of the qualifications. The ECQs Must Not exceed 10 pages.
1. LEADING CHANGE. The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
2. LEADING PEOPLE. The ability to lead people toward meeting the organization's vision, mission and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
3. RESULTS DRIVEN. The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
4. BUSINESS ACUMEN. The ability to manage human, financial, and information resources strategically.
5. BUILDING COALITIONS/COMMUNICATION. The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
