Serves as the Contract Specialist in a Defense Commissary Agency (DeCA) location. The primary purpose of this position is responsible for a full range of pre and post award contracting actions in support of DeCA's Mission.
Duties
Serves as Contract Specialist for the Defense Commissary Agency (DeCA). The primary purpose of this position is to perform pre-award and post-award contracting actions, including price/cost analysis, negotiations, and administration for construction, Architect-Engineer (A-E), and service requirements. May be cross-trained or temporarily resigned in any branch within the Contracting Division to meet the needs of the organization.
Position responsibilities include:
Perform pre and post-award contracting functions including acquisition planning, market research, price/cost analysis, negotiation, and administration.
Procure equipment, supplies or services through formal advertising and negotiation techniques.
Review purchase requests and other documentation for accuracy and completeness, to determine that proper specifications or purchase descriptions are included in solicitation documents.
Monitor contractor performance
Perform cradle to grave functions of a contract specialist for equipment, supplies and services to include but not limited to Pre-Award, Contract Administration, Contract Modification, prepare Contract Award Packages.

Qualifications
In accordance with Contracting Series Positions, https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/1100/contracting-series-1102/ , to qualify for this position you must possess one year of specialized experience equivalent to GS-11 grade level that equipped you with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position, and is directly in or related to this position. To be creditable, specialized experience must be at GS-11 or equivalent under other pay systems in the Federal service, military, or private sector.
AND
A 4-year course of study leading to a bachelor's degree with a major in any field.
OR
Have served in an 1102 position or as a service member in a similar occupational specialty on or before September 30, 2000.Volunteer Experience: Your experience refers to paid and unpaid experience, including volunteer work done through a National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, and social).

Use innovative techniques to develop contractual arrangements.
Use tools such as price/cost analysis, source selection evaluation, and performance criteria to commit to multi-year contracts.
Negotiate acquisitions and ensuring all special requirements and clauses are included within the award.

U.S. Department of Education and a copy of your transcript is required as part of your application package.
