Middleton Memorial Veterans Medical Center, Madison, WI a I b facility, in the Environmental Management Services (EMS) program. The incumbent serves as Environmental Care Specialist with a focus on program analysis for EMS. Duties Include: Analyzes cost and utilization trend data to identify problem areas, provides objective assessments, prioritizes identified problems and recommends appropriate actions and/or alternatives regarding programmatic improvements Tracks and analyzes data related to all Environmental Service Programs including interior design, sanitation, pest control, and linen Performs studies involving budgeting, costing, staffing, health systems, etc. for Environmental Management Service and formulates recommendations for the Chief and Assistant Chief, EMS Establishes reporting requirements and assumes follow-up responsibility for studies/projects/reports related to EMS functions Works with Training Instructor to develop training programs related to methods and procedures for employee performance improvement in EMS. Conducts quality reviews and coordinates annual audits including infection control and audits of the monthly Housekeeping Inspections completed by the Housekeeping Supervisors Develops and implements methods to help ensure accurate cost/employee distribution (completeness, validity, reliability) which will enhance the resource allocation process as it affects EMS overall budgetary needs Developing and presenting vital Root Cause Analysis (RCA) reports for any and all issues faced in EMS Develops audit criteria for conducting cost reviews and participates in programmatic cost reviews. Identifies out-of-line situations in cost distribution and recommends to the Chief and Assistant Chief, EMS necessary corrective action needed. Develops reports, which are provided to the medical center management team to keep officials advised as to the state of affairs Other related duties as assigned by the Assistant Chief, EMS and independently initiates other assignments. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday through Friday Daytime hours Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-11 SPECIALIZED EXPERIENCE: You must have one full year of specialized experience equivalent to at least the next lower grade level (GS-9) in Federal service that equipped you with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled Specialized experience includes: knowledge of pertinent laws, policies and regulations including Joint Commission regulations; knowledge of the concepts, theories, techniques, principles, and practices of government and cost accounting, including auditing, budgeting and analysis of financial statements; knowledge of the program administrative process of the major sections within the medical center, PAID system, used in compiling employment data, clinical and administrative programs, and medical center policies, practices, and procedures; and knowledge of management functions and operations of daily activities. OR, GS-11 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: You must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED) OR, GS-11 COMBINING EDUCATION AND EXPERIENCE: You must have successfully completed an equivalent combination of experience and education as described above? Such education and experience must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED) You will be rated on the following Competencies for this position: Computer SkillsInterpersonal EffectivenessOrganizational AwarenessTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The Environmental Care Specialist has no physical demands other than those normal for an office function. Work Environment: The Environmental Care Specialist works in an office environment.
