The Board of Veterans' Appeals (Board) is a part of the Department of Veterans Affairs (VA), located in Washington, D.C.
The Board's mission is to conduct hearings and decide appeals properly before the Board in a timely manner. 38 United States Code (U.S.C.) ? 7101(a). The Board's jurisdiction extends to all questions in matters involving a decision by the Secretary under a law that affects a provision of benefits by the Secretary to Veterans, their dependents, or their survivors.
Duties

The Board of Veterans' Appeals (Board) is a part of the Department of Veterans Affairs (VA), located in Washington, D.C.
The Board is comprised of the Office of the Chairman; Office of Chief Counsel; Office of Appellate Operations; and the Office of the Clerk of the Board.
This position is in the Office of the Clerk of the Board, Inbound Operations. The incumbent reports directly to the Deputy Branch Chief of Inbound Operations and provides legal, administrative, and operational support services related to docketing appeals at the Board and to processing mail associated with these appeals.
The incumbent serves as Lead Program Specialist (Team Leader) and subject matter expert for all aspects of case and mail management. Duties include but are not limited to:
Gives instruction on policy/procedures and answers questions on problems encountered. Communicates strategic plan, mission, goals,
objectives and work plans. Provides assignments, deadlines, and timeframes for completion. Gives advice on work methods, practices, and procedures and assists the team with solving problems. Identifies and distributes tasks among the team. Monitors and reports status and progress of work. Prepares reports and maintains records of work accomplishments.
Performs daily management of work to be accomplished by staff, setting, and adjusting shortterm priorities per Branch Chief guidance, and preparing schedules for completion of work. Works closely with management officials to develop short and long-range plans for effective program implementation; and to identify and make recommendations for changes to existing operational methodologies and policies.
Conducts quality reviews of centralized mail portal and initiates corrective action as necessary. Ensures mail packets are moved through the appeals process in a timely manner, personally intervening, as necessary; facilitates communications with team members to bring about fair and efficient appeal processing
Distributes cases that have been advanced on the Board's docket or require special handling to designated team members to facilitate requested action. Writes and/or edits high level documents for senior management policies, functions, and topics with a broad impact on the direction of mission critical programs when assigned.
Knowledge and application of leadership and team building skills and techniques such as group facilitation, coordination, coaching, problem solving, interpersonal communication, integration of work processes and products, obtaining resources and liaison with the supervisor.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Provides assignments, deadlines, and timeframes for completion on work methods, practices, and procedures and assists the team with solving problems;
Comprehensive knowledge and skill in operating a variety of personal computer software applications to include spreadsheets, word-processing, databases, and, through their use, develop and brief professional products to senior leadership and working groups to include data analysis reports, situational updates, fiscal year plans, project and program management milestones and timelines, memoranda, and other administrative requirements.
Ensures mail packets are moved through the appeals process in a timely manner, personally intervening, as necessary; facilitates communications with team members to bring about fair and efficient appeal processing.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree; Or, 3 full years of progressively higher level graduate education leading to such a degree; Or, LL.M., if related.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond beyond 2 full years of graduate education.
