Duties
This position is located in the Training Services Bureau (TSB) , Office of the Chief Administrative Officer (OCAO) , in the United States Capitol Police (USCP). The primary mission of the USCP is to protect life and property; prevent, detect, and investigate criminal acts; and enforce traffic regulations throughout a large complex of Congressional buildings, parks, and thoroughfares. The TSB is responsible for preparing Department employees to act decisively and correctly in a broad spectrum of situations, improving overall productivity and effectiveness, and fostering cooperation and unity of purpose. TSB is also responsible for planning, developing, and implementing Department-wide training programs. The Bureau is divided into four Divisions: Entry-Level Training, In-Service Training, Physical Skills, and Federal Law Enforcement Training Center (FLETC) Liaison.
The purpose of this position is to serve as a Training Instructor (Law Enforcement (LE) Simulator) responsible for developing, presenting, and evaluating LE simulation training products and simulation products specifically designed for the Department. Responsibilities include developing and instructing LE simulator training that encompass real life scenario based and physical skills training to uniformed and specialty unit officers. The simulator training will provide trainees with real-life incidents to further enhance officers' responses to critical situations. The law enforcement simulator training includes use of force, firearms proficiency, tactical judgment, de-escalation techniques, duty to intervene, critical incident response, and other related law enforcement topics utilizing a training simulator.
The position is located in Washington, D.C., with alternate duty stations in the National Capital Region to include Cheltenham,
Maryland.
This position serves as a Training Instructor (LE Simulator) responsible for utilizing a computer-based system to accomplish several training tasks and will develop simulator-based lesson plans, provide instructional presentations, interactive individual and group testing, scoring and less than lethal weapons, and use of force training exercises and scenarios. The incumbent instructs and delivers the simulation training in accordance with the Department's regulations, directives, and policies.
Prepares and ensure course development includes scenarios that challenge, enhance, and improve trainees' skills and responses to real-life situations. The scenarios are designed to teach critical concepts, such as officer's presence, communication skills, verbal and non-verbal cues, de-escalation techniques, less than lethal, use of force, etc.
Delivers realistic and adaptable high-definition video scenarios which are used to develop officer's judgmental and practical skills. The Training Instructor provide performance assessments to aid officers in perfecting basic and advanced law enforcement techniques.
Analyze the results and exercise independent judgment and discretion in making recommendations to management on training policies and other personnel actions. Understanding and combining the qualitative analysis with quantitative analysis in order to make the training results more objective.
Develops LE simulator course materials including class syllabus and lesson plans. Utilize knowledge of lessons learned, personal training, formal education, actual law enforcement experience, as well as current and future training and operations requirements to assist in the development of mission-based lesson plans, protocols, curriculum, and USCP law enforcement training doctrine to maximize the utilization of limited time and resources.
Requirements
- You must be a U.S. Citizen. Successful completion of a Background Investigation is required. Must complete a one year probationary period. Must be Able to work rotating hours and shifts to include days, evenings, and midnight when required.
Qualifications
In order to qualify, you must meet the education and/or experience requirements described below.
For the CP-9/GS-11 you must have one year (52 weeks) of specialized experience equivalent to at least CP-8/GS-10 level, which is in or directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized Experience is defined as experience which includes: 1)Evaluates training policies, procedures, curricula, instructional methods and techniques, quality of instruction, adequacy and utilization of training aids and devices, facilities, and equipment used in training courses to provide improvements, 2) participates in the development and modification of instructional materials used in training courses, 3) prepares course outlines and lesson plans that are consistent with overall course objectives, and 4) experience with training using computer based simulators or equivalent.

Education
EDUCATION-- SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirement for CP-9/GS-11 may be met by three (3) full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree or LL.M., if related.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements described in each grade level. Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
