About the Position: As a Senior Staff Advisor, provides guidance and advisory services to the Corps field activities located in the 4 State area of Kentucky, Indiana, Illinois, and Ohio including 17 flood control/lake projects, 9 navigation-lock and dam projects, and 1 National Wildlife Conservation Area. Provides services in one or a combination of major program areas involving: Natural Resource Management; Recreation; Program Planning; Contracting; and Environmental Compliance.
Duties
Advises on the management of project natural resources through constant consultation and coordination with Project Managers.
Develops guidelines, standards, and procedures for park planning elements.
Supports field Natural Resources Managers in the formulation of Operations and Maintenance Budget requests, reviews budget requests, and recommends budget to be submitted to Division.
Assists project managers in areas of unproven policy issues and untested regulatory guidelines.
Provides team leadership to other employees assisting in assigned program functions such as: Natural Resources Management, Inventory, Wildlife, Forest Management, Prairies, wetlands, water quality, cultural resources, mineral and oil/gas.
Provides guidance and assistance in: Program planning, shoreline management, operational management plans, master plans, real estate plans, budget administration, recreation activities, water safety, interpretation and environmental compliance.

Management may select at either the GS-11 or the GS-12 grade level. Full performance is at the GS-12 grade.

Basic Requirement for Natural Resources Management Specialist:
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-11 level Specialized Experience: One year of specialized experience which includes experience providing visitor assistance; ensuring park compliance with recreation and environmental regulations; implementation of natural resources policy; collaborating with internal and external customers and community members on public outreach for programs; executing established natural resources management programs such as Visitor Assistance, Safety, Volunteer Programs, etc.. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Natural Resource Management, Biological Sciences, or other related degree fields.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12 level Specialized Experience: One year of specialized experience which includes experience performing park administration, planning, and management; establishing natural resources policy; measuring and predicting use and demand of public parks and recreation areas; budgetary experience such as formulation and review; creating long range administrative operating plans for a public park or recreation area; collaborating with internal and external customers and community members on public outreach for programs; planning, developing, and creating and implementing natural resources management programs such as Visitor Assistance, Safety, Volunteer Programs, etc.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement for GS-11 level: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Time in Grade Requirement for GS-12 level: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Education
If applying for the GS-11 level, this series position has an OPM individual minimum education requirement and allows for substitution of education for specialized experience.
If applying for the GS-12 level, you must meet OPM minimum positive education requirements for this series position and specialized experience, education substitution for specialized experience is not applicable.
