This position is located in the Department of Defense Office of Inspector General (DoD OIG), Mission Support Team, (MST), Acquisition and Procurement Directorate, (AQD). The incumbent serve as the Component Program Manager providing senior oversight for the Government Purchase Card (GPC) Program. Provides overarching management of the GPC purchasing and policy implementation.
Duties
Perform lead policy and governance duties for the OIG Government Purchase Card (GPC) program.
Agency chief principal advisor and representative for the GPC program.
Primary oversight duties for all GPC functions including guidance for subordinate A/OPCs.
Authority for GPC accountholders Billing Officials and Cardholders Appointments.
Manage program control for procurement, contracts and related GPC functions.
Agency liaison between external mission partners and OIG senior leadership.
Requirements
- Must be a U.S. Citizen.
- Position has been designated as Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.

- You may be required to complete a financial disclosure (OGE-450).
- Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
- Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
- The incumbent must adhere to the DoD Standards of Conduct.
Qualifications
Time in Grade:
For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade, in the Federal Service.
Specialized experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) or equivalent within the federal service, which demonstrates experience in performing comparable duties as a Purchase Card Program Manager; providing oversight activities supporting proper functioning of a Government Purchase Card (GPC) Program; providing overarching policy guidance and managing the controls to effectively administer a GPC program.

You will receive credit for all qualifying experience.
Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
Education
There is no substitution of education for the qualifying experience at this grade level.
