Duties

The purpose of this position is to serve as a Training Instructor (Specialty Units) responsible for the content and creation of specialty unit training. The incumbent is responsible for researching changes in the law enforcement community to assess and identify new training needs based on new or revised methods and/or techniques. This position will specifically focus on training related to specialized units to include, but not limited to Tactical, Investigatory, Intelligence, Civil Disturbance, Hazardous Devices/Materials, Crisis Negotiations, Protective Operations, Use of Force, Tactical and Radio Communications, De-escalation Techniques, and Active Threat Response, etc. The position is located in Washington, D.C., with alternate duty stations in the National Capital Region to include Cheltenham, Maryland. The incumbent must successfully complete the Law Enforcement Instructor Training Program (LEITP) background investigation is required. Leads the development of course materials including class syllabus and lesson plans. Utilize knowledge of lessons learned, personal training, formal education, actual law enforcement experience, as well as current and future training and operations requirements to assist in the development of mission-based lesson plans, protocols, curriculum, and USCP law enforcement training doctrine to maximize the utilization of limited time and resources. Determines and outlines coverage, specific goals, techniques, instructional aids, and timing for each phase of the lesson. Deviates from daily lesson plans as necessary to adjust to changes in law enforcement procedures, equipment, and techniques. Researches and analyzes relevant case law for course presentations and evaluates and revises course contents as necessary. Stays abreast of literature and other materials in assigned training areas; evaluates the potential of new materials and instructional aides and participates in training workshops, seminars, and courses. Researching emerging law enforcement technologies, practices, and techniques. Keeps abreast of changes in technology, training methodologies, law enforcement industry standards, educational techniques, and training associated with law enforcement operations. Conducts research and provides input to doctrinal revision and development. Monitoring the progress of employees in the training environment. Evaluate and advise on students' progress by observing the performance of students, and by developing and administering tests on materials studied. Recommend and execute remedial and/or corrective action for employees. Advises when training programs and lesson plans need to be revised or adapted to address training failures. Rate and score training participants and make an initial determination regarding whether they qualify, or fail to qualify to meet the Department's standards. The incumbent analyzes the results and exercises independent judgment and discretion in making recommendations to management on training policies and procedures.

Requirements

  • You must be a U.S. Citizen. Successful completion of a Background Investigation is required. Must complete a one year probationary period. Must be Able to work rotating hours and shifts to include days, evenings, and midnight when required.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. For the CP-9/GS-11 you must have one year (52 weeks) of specialized experience equivalent to at least CP-8/GS-10 level, which is in or directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized Experience is defined as experience which includes: 1)Evaluates training policies, procedures, curricula, instructional methods and techniques, quality of instruction, adequacy and utilization of training aids and devices, facilities, and equipment used in training courses to provide improvements, 2) participates in the development and modification of instructional materials used in training courses, 3) prepares course outlines and lesson plans that are consistent with overall course objectives, and 4) limited experience with training related to Tactical, Investigatory, Intelligence, Civil Disturbance, Hazardous Devices/Materials, Crisis Negotiations, Protective Operations, Use of Force, Tactical and Radio Communications, De-escalation Techniques, and Active Threat Response, etc. All eligibility requirements must be met by the closing date (09/11/2023) of the vacancy announcement. EDUCATION-- SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirement for CP-9/GS-11 may be met by three (3) full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree or LL.M., if related. COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements described in each grade level. Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
