As the Director, Office of Resource Management (HRRM), you will administer business management and logistical support activities for the Federal Highway Administration’s (FHWA) Office of Research, Development, and Technology (RD&T) at the Turner-Fairbank Highway Research Center (TFHRC) in McLean, Virginia.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade.To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:
Experience providing leadership and management of operations, administrative, financial unit strategic planning and human resources functions.
Experience providing strategic guidance to agency leadership regarding policy, programs and priorities.
Experience leading and/or managing a diverse workforce to support the mission of an organization.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
Compliance- Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately
