This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Clinical Standards and Quality, Division of Clinical Improvement and Quality (DCLIQ).
As a Health Insurance Specialist (Survey and Certification), GS-0107-13, you will oversee the development, implementation, and monitoring of healthcare procedures for laboratories under Medicare and Medicaid and the Clinical Laboratory Improvement Amendments of 1988 (CLIA).
Duties
Provide expert interpretation of law, regulations, guidelines, and procedures on laboratory testing to state CLIA State agencies performing surveys, suppliers of laboratory services under CLIA, and other internal and external stakeholders.
Serve as an expert in the development, evaluation, and implementation of policies related to CLIA survey and certification.
Provide federal oversight to state agency survey, certification, and enforcement activities.
Provide professional direction to CLIA State certification agencies and other stakeholders; identifying problems, recommending appropriate solutions, identifying needs for technical assistance and training, and enforcing laws and regulations.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Providing technical advice or policy guidance to health care providers, laboratories, or the general public regarding health care program laws, regulations, or guidelines; 2) Reviewing or auditing the performance of stakeholders or operations to recommended plans of correction to address deficiencies or program vulnerabilities, and 3) Analyzing or interpreting health care program policies, regulations, and/or data to evaluate quality and recommend solutions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
