This position serves as a Management and Program Analyst with the National Highway Traffic Safety Administration (NHTSA), Office of the Associate Administrator for Administration’s Office of Administrative and Management Services (OAMS). OAMS is responsible for providing management and administrative support and services to NHTSA's program offices in Headquarters, the Regional Offices, the Vehicle Research and Test Center, and the San Angelo's Test Facility as appropriate.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
Experience advising leadership and subject matter experts on budget execution activities, new developments and advances in program analysis techniques.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Budget Administration - Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.
Problem Solving - Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations.
Negotiation - Works with others towards an agreement that may involve exchanging specific resources or resolving differences.
Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
