The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. The Finance Department is seeking a Budget Analyst (Intern) under the TCF program. The position is located at the VA Medical Center in Birmingham, Alabama. The selectee MUST enter on duty no later than September 25, 2023. Only individuals who are available to report for duty on or before that date should apply.

Duties

The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. *Selectees will be required to sign Mobility, Training, and Continued Service Agreements. This is a developmental position leading to a GS-11, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Duties: Prepares budgetary information and data summaries on a wide variety of forms and documents for inclusion in routine and special reports. Drafts and implements policies and procedures for managing budgetary and fiscal operations and plans. Determines necessity for establishment of new systems, methods, or techniques for adhering to provisions. Advises management on the proper use of funds, ensures managers maintain adequate funding levels and controls throughout the year, provides reports and budget updates, etc. Reviews and analyzes requests by service chiefs for reprogramming and fund adjustments and recommends approval or disapproval. Conducts long range budget planning, provides projections based on variable factors, evaluates how budgetary changes impact program goals and operations, and provides recommendations on budget allocation and resulting changes in program operations. Monitors and tracks obligations/expenditures through continuing dialog with officials and staff, review of written documents and examination of records. Conducts reviews, analyses, and evaluation of the use of funds for budgetary planning and day to day fund management. Provides staff with statistical data required for planning, policy and operating decisions. Makes authoritative recommendations to senior budget analyst and fiscal officer to insure the observation of sound budgetary principles. Prepares supporting data or material for funding requests and justification for submission to VISN or other higher headquarters. Work schedule: Monday through Friday, 8:00am to 4:30pm Compressed/Flexible Schedule: Not Available. Position Description Title/PD#: Budget Analyst (Intern)/PD110660 and PD110650 NOTIFICATIONS: This position is not a Bargaining Unit position. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment. Veterans' preference does not apply for current permanent Federal agency employees.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/01/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. FOR GS-9: You may qualify based on education and/or experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assisting with budget formulation, including analysis and estimates of annual funding; monitoring budget allocation as instructed; gathering/preparing material for budget presentations; accurately preparing projects and reports; and utilizing the principles, practices, and methods of budget execution. OR, Education: Applicants may substitute education for the experience required. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine graduate level education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Bachelor's degree. FOR GS-11: You may qualify based on education and/or experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing budget formulation including preparing detailed analysis and estimates of annual funding; monitoring budget allocation and execution to ensure that operating program objectives are met; preparing budget presentations; devising and maintain controls necessary to ensure full and accurate projects and reports; utilizing the principles, practices, and methods of budget execution; advising staff members and management on budget execution, organizational structure, and programs. OR, Education: Applicants may substitute education for the experience required. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. OR, Combination: Applicants may also combine graduate level education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Bachelor's degree. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
