This position is located at the Bureau of Fiscal Service, Deputy Commissioner, Transformation & Modernization; Office of the Chief Financial Officer/Deputy Chief Finance Officer; Financial Management Division, Branch as assigned. The incumbent functions as the Budget Officer of the Bureau, serving as principal advisor to the Director.
Duties
As a Supervisory Budget Analyst, you will:
Supervise the operations of the Branch, which primarily consists of professional employees in grades GS-07 through GS-13. Coordinate and plan tasks to complete projects and set priorities and deadlines for their completion.
Ensure that Occupational Safety and Health, Equal Employment Opportunity (EEO) and Internal Control principles, policies and procedures set forth by the Department and the Bureau are complied with.
Make recommendations concerning financial policies, and assist in the development of financial policies, plans and procedures: deal directly with the Department and other agencies in matters affecting the Bureau; participate in briefings involving the Director, Commissioner and other management officials.
Direct preparation of the Bureau's budget documents and justification materials in final form for presentation to the Department, OMB, and Congress and present testimony when required; prepare and direct the preparation of supporting statistical and narrative material related to the budget hearings.
Review budget requests from Bureau offices programs and recommend funding levels; approve apportionment requests and allotments and monitor fund expenditures to safeguard against Anti-deficiency violations.
Qualifications

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience: For the GS-14 is defined as one year of experience at the GS-13 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes the following:
- Leading a team of financial analysts including planning, directing, coordinating and reviewing their work on program operations; AND
- Making recommendations on financial management issues; AND
- Assisting in the development of financial policies; AND
- Experience preparing and reviewing a fiscal year budget for submission.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
- For the GS-14, you must have been at the GS-13 level for 52 weeks.
