About the Position: The pay band NH-03 includes the General Schedule grade equivalent to GS-12 to 13. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.
Duties
Recommends a course of action with regard to pre and post award processes, to include scheduling and material support.
Prepares or reviews pre award requirements including statements of work, contract data requirements, source selection evaluation criteria and plans, technical evaluations and source selection decision documents.
Prepares initial schedule for submission of contractual requirements in accordance with program milestones.
Participates in pre-award and post-award conference(s) with prospective contractor to arrive at a clear understanding of what is required under proposed contract(s).
Recommends the issuance of necessary modifications to clarify questions concerning such topics as: specification changes, language ambiguities, or clarification of contract clauses.
Participates in the development of policy as a representative to special task groups.
Reviews procurement directives to assure compliance with all regulatory policies and procedures in the preparation of acquisition data.
Analyzes proposals to ensure conformance with Project office acquisition requirements and to assess the responsibility of offerors to perform.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Secret Security clearance required.
- One year Probationary period may be required.
- This position requires temporary duty (TDY) travel up to 10% of the time.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management certification within 60 months as of entrance on duty.
- This position requires an Official Passport with no travel restrictions, or incumbent must be able to obtain a passport with no travel restrictions.

Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-02). Specialized experience:1) Conduct procurement analysis in accordance with acquisition processes to procure a wide variety products and services, 2) Review completed or proposed procurement actions, 3) Perform pre-award or post-award functions such as price or cost analysis 4) Utilize written and oral communication to support contract document preparation, editing, and review.
