The position is located under the Veterans Transportation Service (VTS) at the Gulf Coast VA Health Care System (GCVHCS). Attention to detail and strong customer service are mandatory duties for this position. The Beneficiary Travel Program provides transportation at Government expense to beneficiaries and their attendants traveling to and from VA facilities and other places for the purpose of examination, treatment, or care.
Duties
Independently performs work involving Beneficiary Travel Program and payment processing
Correctly determining eligibility for the program and processing request
Determine which several fund control point to utilize, entering authorizations, maintaining manual and electronic accounting records, performing regular reconciliation
Determine method of payment for authorized and unauthorized ambulance claims submitted, receives invoices for payment of transportation services investigates authorization, orders utilizes the Computerized Patient Record System (CPRS)
Use the following systems Beneficiary Travel Self-Service System (BTSSS), Invoice Payment Process System (IPPS), Data Net, Health Share Referral Manager (HSRM), Consult Toolbox (CTB) and Electronic Claims Adjudication System (eCAMS)
Perform analysis of data and generates a variety of reports. Interacts with other transportation services such as Disable American Veterans (DAV), taxi vendors, ground and air ambulance companies.
Arrange all modes of transportation via air ambulance, commercial air, taxi, amubulance, bus or contracted transportation services
Correspond with physician, traveler, social worker or Community Based Outpatient Clinic representative and vendor to determine the most dependable and economical mode of transportation
Professional communication etiquette will be utilized in all modes of customer contact: in-person, telephone and email correspondence
Documents the funds deposits and withdrawals of Veterans' personal funds held by the Medical Center during brief and extended periods of hospitalization
Incumbent will work with fellow Central Business Office staff, other administrative staff and clinical personnel as professionals and team members
Writes or selects appropriate letters explaining disposition of unauthorized travel claims
Responsible for explaining regulations and guidelines to beneficiaries for submitting any unauthorized ambulance claims to GCVHCS for consideration of payment
The incumbent reconciles vouchers against authorizations for accuracy prior to preparing certifications for payment
Work Schedule: Full-Time, Monday through Friday 8:00AM - 4:30PM / 7:30AM - 4:00PM - Subject to change based upon facility needs
Telework: May be authorized to a highly qualified candidate to be determined by supervisor based upon facility needs. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/05/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Award 50's do not provide sufficient information and will not be accepted for the purpose of verifying time-in-grade.

Physical Requirements: The duties and responsibilities of the position require some mobility between various clinic areas in separate building location sites, but generally the job is sedentary with some standing, stooping, reaching and lifting up to 20 pounds. The employee is required to work with computer equipment at least 75% of the time which impacts on hand and wrist motions.
