This position is part of the U.S. International Development Finance Corporation (DFC), Office of Administration (OA), Corporate Administrative Services Division. As a Security Specialist, you will perform the full range of functional security duties and assignments in the areas of personnel security, physical security, and information classification management.
Duties
Supports the Personnel Security Program by reviewing, evaluating, and adjudicating reports of investigation, personnel files, and other records to determine whether to grant, deny, revoke, suspend, or restrict security clearances consistent with national security and/or suitability determinations.
Advises management on matters about reinvestigation requirements, personnel assurance programs (i.e., ongoing checks on employee reliability) and related matters concerning the maintenance of current clearances and monitoring the reliability of the work force.
Coordinates with stakeholders as appropriate to coordinate teams and/or groups to establish and/or maintain effective working relationships with individuals inside and outside of the organization.
Supports security awareness and training programs by developing training materials and presenting briefings to ensure agency personnel are knowledgeable and to cultivate the organizational security culture.
Performs assigned DFC Mission Essential Functions or critical support for performance of Mission Essential Functions during certain types of emergencies and disasters as outlined in the DFC Continuity Plan.
Supports the classified information security program, assisting in the planning, development, and implementation of security policies and procedures to ensure proper safeguarding of classified material in accordance with federal and DFC policies; Manages Sensitive Compartmented Information Facility (SCIF) accreditation and access.
Supports the physical security program, ensuring the protection of sensitive or classified information, personnel, facilities, installations, or other sensitive materials, resources, or processes against criminal, terrorist, or hostile intelligence activities.
Supports the implementation, execution, and management of the DFCs' Homeland Security Presidential Directive 12 (HSPD-12/PIV) credentialing program.

Qualifications
Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
You may qualify at the GS-12 level, if you fulfill the following qualification requirements:
A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service that demonstrates your ability to: 1) Review, evaluate, and adjudicate reports of investigations, personnel files, and other records to determine whether to grant, deny, revoke, suspend, or restrict security clearances consistent with national security and/or suitability issues; 2) Review, analyze, and resolve complex security problems in one of the following areas - physical security, personnel security, or classification management ; 3) Provide security policy direction to staff, contractors, and/or government officials; 4) Communicate orally and in writing to provide customer service to agency customers and stakeholders on a variety of physical, personnel, and information (classification management) security issues ensuring information is presented in a clear and concise manner.
Note: Education is not substitutional at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
