The United States Court of International Trade is currently accepting applications for a Financial Analyst. The Financial Analyst performs and coordinates administrative, technical, and professional work related to financial and accounting activities of the court, including ensuring compliance with the appropriate guidelines, policies, and approved internal controls.
Duties
The incumbent prepares, updates, and analyzes a variety of accounting records, financial statements, and reports, assists with budget preparation, conducts internal reviews, develops recommendations on procedures for improvements, and assists with policy development on financial matters. This position reports to the Administrative Supervisor. This position offers the opportunity to occasionally work remotely.
REPRESENTATIVE DUTIES
Assist with the formulation, evaluation, and implementation of policies, procedures, and protocols related to financial and budgetary operations and execution within the court.
Maintain, reconcile, and analyze accounting records, consisting of a cash receipts journal, registry fund, and deposit fund, as well as subsidiary ledgers for allotments and other fiscal records. Review and/or perform accounts payable and accounts receivable duties and have responsibility for the accuracy and accountability of monies received and disbursed by the court.
Prepare, update, examine, and analyze a variety of regular and non-standard reports as requested by the Administrative Office, U.S. Treasury, financial institutions, or other organizations/agencies. Design, develop, and maintain spreadsheet formats and programs for analyzing financial information for the court.
Perform reviews to ensure compliance with Judiciary policies, internal controls, and accounting principles. Prepare documents to identify findings and develop written recommendations for changes.
Ensure that appropriate internal controls for disbursement, transfer, recording, and reporting of monies are followed.
Act as a court representative on administrative and internal controls requirements and serve as a channel of communication to receive and direct compliance issues to the manager. Complete periodic audits of selected programs to ensure compliance with program requirements.
Review vouchers for payments related to expenses incurred by the court for appropriateness of payment. Responsible for files and documents related to the monetary aspects of case management. Collaborate with information technology staff to develop or customize programs/systems to assist with finance and accounting transactions and record-keeping.
Oversee financial operations to ensure compliance with internal controls, policies, and procedures.
Assist with monitoring of daily fund balances, reprogramming, and transferring funds as necessary and appropriate.
Use a wide variety of manual and automated accounting systems and cash management tools. Assist and train other court employees in the use of these systems and tools.
Prepare monthly bank reports and monitoring activity and reporting delinquencies to the court unit executives. Notify cardholders of past due accounts and mitigate pre-suspension, suspension, or cancellation actions by the bank. Order or cancel purchase and travel cards for court employees.
Perform other related duties as assigned.
Qualifications
To qualify at the CL-27, applicants must have at least two years of specialized experience or completion for a bachelor's degree from an accredited college or university in accounting, business, finance, or other field closely related to the subject matter of the position.
To qualify at CL-28, applicants must have at least three years of specialized experience or completion of a master's degree or two years of graduate study (27 semester or 54 quarter hours) in an accredited university.
Specialized experience is progressively responsible experience in at least one, but preferably two or more of the functional areas of financial management and administration such as budgeting, accounting, auditing or financial reporting that provided a knowledge of the rules, regulations and terminology of financial administration.
The successful candidate should have: excellent oral and written communication skills; proficiency with a wide range of technology, including Microsoft Office 365 applications; strong interpersonal skills and ability to work well with people; exceptional organizational skills and attention to detail; ability to work independently as well as collaboratively as part of a team; strong analytical, research and problem solving skills; and the ability to maintain confidentiality and use sound ethics and judgement.
COURT PREFERRED QUALIFICATIONS
Bachelor's degree from an accredited college or university, in accounting, business, finance, or related field.
Federal judiciary experience.
Government accounting experience.
Experience utilizing Judiciary Integrated Financial Management System (JIFMS).
Education
Bachelor's degree computer or science-related field from an accredited college or university.
