Duties
As a/an Financial Analyst, you will:
Review financial budgetary documents, including operating budgets, budget revisions, financial statements, audit reports, requests for payment of HUD assistance, applications for transfer of physical assets and recommends or initiates appropriate action on a timely basis.
Provide advice and assistance to program participants on financial budgetary, accounting and reporting matters to assure that financial management operations are efficient, economical, and financially stable.
Provide extensive field accounting assistance to program participants, including reviewing books of accounts and records, assists in the preparation of required reports and recommending action for improvement or correction of any deficiencies.

To be qualified for this position at the GS-13 level, you must have at least one year of specialized experience equivalent to the GS-12 level. This experience is defined as meeting all of the following:
- Ensuring financial accountability and compliance with federal rules, regulations, laws, and policies as they relate to housing projects assisted or insured by the Office of Multifamily Housing; AND
- Reviewing and analyzing annual financial statements, monthly accounting reports, and operating budgets for Multifamily projects; AND
- Using financial systems and technology in conducting financial reviews.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.

Experience
Experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations.
