This position is located at the Clement J. Zablocki VA Hospital, Milwaukee, WI. and is aligned under the Pharmacy Service Line. The primary purpose of this position is to direct and perform all administrative functions including oversight of several management programs including - human resources management, budget and finance management, program and management analysis, office support services, document control, logistics, and serves as a key member of the Pharmacy Management team,

Duties

Manages the operational functions of the entire Pharmacy Service; personnel management, coordination of surveys and reports, workload reports, performance improvement activities, procurement/contracting, data compilation/analysis, flow and timeliness of work Exercises supervision and leadership in coordinating and maintaining the work of support staff. Develops & implements all administrative procedures within the service. Directs administrative support services to ensure that inquiries, correspondence, and actions for the area of responsibility are addressed appropriately.. Acts as the liaison with the facility Human Resources Management Service concerning personnel-related matters, Assists the Chief of Pharmacy to ensure employees are compliant with established policies and programs Coordinates submission of performance reviews and proficiency reports as well as maintaining appropriate personnel files. Maintains all FTE for service and serves as an approving official and backup timekeeper for Inpatient, Outpatient, and technical fee basis dual appointment timecards. Assists in recruitment and training on administrative processes for clinical and clerical staff. Serves as the contact person and represents Pharmacy Service with Academic affiliates and training programs with area colleges of pharmacy and universities, supporting the Pharmacy Service ASHP accredited PGY-1 and PGY-2 Residency programs. Develops performance standards for the staff and conducts performance appraisals to evaluate the performance of subordinates. Hears and resolves complaints from the section employees, and ,when appropriate, takes disciplinary action including warnings and admonishments. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/30/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or educationas described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to; support of the operational functions of an entire Service and personnel management, coordination of surveys and reports, workload reports, performance improvement activities, procurement/contracting, data compilation/analysis, flow and timeliness of work, and adherence to VHA manuals, Medical Center policies (MCPs),and departmental standard operating procedures (SOPs). Preferred Experience: Pharmacy workload & operation experience; HRSmart transaction experience. You will be rated on the following Competencies for this position: Administration and ManagementFinancial ManagementLeadershipPersonnel and Human Resources Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Performance of duties may require extensive walking per day to meet with the VAMC Executive Leadership, Clinic Leads, Administrative Leads, Service Line Staff, and other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via station Government Owned Vehicle (GOV) or Privately Owned Vehicle (POV). The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines.
