The Bureau of Justice Statistics is seeking an experienced professional to temporarily serve as a Supervisory Management and Program Analyst in its Planning, Management, and Budget Unit. This opportunity may be filled by either: (1) a 120-day detail for current GS-14 employees OR (2) a temporary promotion not to exceed 120 calendar days for current GS-13 employees, who have served one year at the GS-13 level. This detail/temporary promotion will not result in a permanent assignment.
Duties
The Bureau of Justice Statistics (BJS) is seeking an experienced professional to temporarily serve as a Supervisory Management and Program Analyst in the Planning, Management, and Budget Unit overseeing the annual budget formulation and execution and the management and monitoring of funds. The position is also responsible for establishing and managing the performance analysis program and methodologies to improve the effectiveness for administrative functions.
This opportunity is open to DOJ employees only and may be filled by either: (1) a 120-day detail for current GS-14 employees OR (2) a temporary promotion not to exceed 120 calendar days for current GS-13 employees, who have served one year at the GS-13 level. The selected candidate will be assigned to the GS-0343-14 for a period of 120 calendar days. This detail/temporary promotion will not result in a permanent assignment. More than one applicant may be selected to allow multiple employees to individually serve in consecutive details/temporary promotions.
Duties include:
Oversees and manages the BJS's budget operations, including both formulation and execution. Receives the call for the budget. Interprets the call in light of OMB, DOJ, Treasury Department, agency, and Congressional regulations, directives, and policies. Reviews and formulates guidance for use in developing an integrated OJP budget.
Reviews, evaluates, and manages spending of programmatic and management and administration (M&A) funds. Takes action to ensure adequate funds for program coverage as needed. Enters and tracks program obligations and spending at the detail level.
Plans, establishes, and directs a program for establishing administrative controls for BJS's planning, management and budget activities including: budget formulation, execution, reconciliation; workforce planning and human resource activities; solicitation development and publication; peer review processes; the processing of Freedom of Information Act requests; obligations for travel, training, and other M&A expenses; and procurement and acquisition functions.
Plans and establishes an organizational analysis program that assesses program performance for BJS. Collaborates with BJS leadership to evaluate statistical collection and grantmaking operations and activities and to recommend improvements.
Coordinates BJS's responses to significant proposed or pending legislation, audits/and reviews affecting BJS operations. Coordinates responses to Freedom of Information Act. Ensures the timely completion of informative responses to such queries.
Supervises a group of employees performing work at the GS-13 level and below. Provides administrative and technical supervision necessary for accomplishing the work of the unit. Performs the administrative and human resource management functions relative to the staff supervised. Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members; provides feedback and periodically evaluates employee performance. Provides advice, counsel, and/or instruction to staff members. Recommends or approves appointments, selections, or reassignments to positions appropriate to the selection authority delegated. Effects disciplinary measures as appropriate to the authority delegated in this area. Carries out Equal Employment Opportunity (EEO) policies and program activities.

Qualifications
MINIMUM QUALIFICATIONS:
To be eligible for this temporary promotion/detail opportunity, applicants must be a current GS-14 level federal employee OR a GS-13 level federal employee with one year of specialized experience at the GS-13 level.
Specialized experience is defined as: developing budget and/or administrative programs, procedures, and methodologies to improve the effectiveness of work methods and management controls for agency programs; conducting all phases of budget formulation, presentation, and execution for one or more national programs and program counterparts within the agency or other agencies; preparing and overseeing a variety of budgetary reports for senior leadership within a major component or the Department.
