The primary purpose of this position is to serve as Assistant Deputy, Civilian Personnel, Assistant Secretary of the Air Force Manpower and Reserve Affairs and Associate Chair, Human Resource Management (HRM) Executive Secretariat, Pentagon, Washington, D.C.

Duties

Serves as the principal advisor on all matters pertaining to civilian force matters for the Total Air Force and the Space Force. Serves as a Human Resources Associate Chair supporting the Human Resource Management (HRM) Strategic Council, chaired by the Principal Assistant Secretary for Manpower and Reserve Affairs, and the HRM Strategic Board, chaired by the Deputy Assistant Secretary, Force Management Integration. Develops and manages the coordination of all legislative initiatives within the HR portfolio. Plans schedules, and conducts a variety of projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of a variety of department-wide human resources plans, programs, and policies.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes: (1) Mastery of, and skill in applying, advanced human resource principles, concepts, and practices relating to military and civilian personnel programs sufficient to initiate, develop, and provide oversight for force management and personnel strategic plans, policies and programs; (2) Identifying and proposing solutions to human resource management problems and issues that are broad, important, and for which previous studies and established techniques are frequently inadequate; and (3) Professional knowledge and skills sufficient to generate and apply new hypotheses and concepts in planning, conducting, and evaluating long-range projects or proposals. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the areas of military/civilian accessions, training and development, retention, combat support, compensation and entitlements, separations and retirements, manpower and position management policy especially as they apply to the organizational environment of the Department of Defense, understanding of military organization and commander issues sufficient to initiate and develop force management and personnel strategic plans, policies and programs to support Department of the Air Force active duty, Guard, Reserve, and civilian personnel. Ability to evaluate and assess program effectiveness in all echelons of command, prepare reports on accomplishment of program objectives, support a detailed integration effort, and developing recommendations while representing a wide variety of viewpoints. Demonstrated skill in communicating effectively with tact and diplomacy, orally and in writing, to advocate positions; to respond to criticism of the organization's functions or performance; to logically and effectively explain programs, functions, and activities and gain understanding of the organization's efforts by concerned publics; and to negotiate complex issues, programs, and functions with people having varying levels of understanding. Planning skills and ability to independently manage short- and long-term projects and to cultivate and sustain positive working relationships to project completion. Broad knowledge of Department of the Air Force military mission, organization, and work processes, program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
