This position is the Health Systems Specialist assigned to the Quality Management Service of the Roseburg Veteran Affairs Health Care System (RVAHCS). The Quality Management Service is responsible for organization wide performance improvement activities including preparation for accreditation surveys, the Risk management program, Utilization Review program, System Redesign, Infection Control and Patient Safety, and various other functions that support the RVAHCS.

Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into this job series. To qualify for this occupational series, applicants MUST meet one of the following listed below:
Education: Undergraduate and Graduate Education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR,
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR,
The successful completion of an agency-sponsored on-the-job training program, provided it included a formal individualized training plan. The training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles; and oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to meeting the IOR, applicants must also meet the specialized experience requirement described below:
For the GS-11 - Applicants must have one (1) year of specialized experience equivalent to GS-09. Examples of specialized experience include but are not limited to: Providing direct support in the development, maintenance, and operation of all accreditation processes; translating standards, policies, theories, and strategies into action within complex interrelationships to ensure standards are met or exceeded; training and implementing accreditation process to clinicians, management, and all relevant support personnel; maintaining clear communication between the facility and accreditation bodies for coordinating application procedures, surveys, responses to deficiencies, complaint processing, action item development and making recommendations to leadership. OR,
Education: The successfully completed a Ph.D or equivalent doctoral degree, or three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M in a related field of the position to be filled (e.g., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). (Transcripts must be submitted). OR,
Combination: Combinations of successfully completed graduate level education (beyond a master's degree) and specialized experience as described above may be used to meet the total qualification requirement. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position.
