Human Capital Services (HCS) provides world class customer service to the public and Veterans Benefits Administration employees who serve Veterans while ensuring positive interactions through efficient and effective employee life cycle management. The position of Training Administrator is within the Office of Human Capital Services aligned to the Training Management and Performance Improvement (TMPI) division within the Veterans Benefits Administration (VBA)

Duties

Performs a wide variety of training program administration and project management duties on project oversight and other initiatives necessary to assure effective operations of HRTT's training programs. Performs full range of training program administration duties associated with planning, coordination, logistics, deployment, and evaluation of nationwide training programs. Serve as a liaison to communicate and coordinate training related meetings, events and activities sponsored by HCS/OSO with persons and/or groups within and outside of HCS. Evaluates, make recommendations, and assists in improving training programs and materials for various VBA, HCS and HRTT products. Applies analytical and evaluative methods and techniques concerning the coordination, efficiency and effectiveness of HRTT training programs, events and workshops. Participates in the planning, development, scheduling, and coordination implementation of the HRTT training resources and/or allocations required to conduct training sessions and programs. Assists in all activities associated with HRTT Webinars and scheduling of events, creating calendars for session offerings and long-term calendar of events by way of Fiscal year (FY) schedules. Responsible for project management and coordination of VBA Training Manager initiatives. This includes acting as the central point of contact for identification of initiatives, and creation, development, deployment, and sustainment. Establishes professional development opportunities and administers learning activities executing the HCS vision to transform the Training Managers into Learning Leaders. Assist in planning, coordination, management and execution of multiple HCS annual training symposiums and events to a variety of different target audiences and participants. Supports the coordination of frequent L.I.F.T. sessions and initiatives with our stakeholders to solicit and capture feedback on our training programs and systems and identify areas for improvement as well as best practices. Requests Talent Management System support to ensure proper record keeping tracking employee training participation in HRTT hosted and delivered training programs and events. Assists in identification, planning, development and execution of training governance policies and processes to align with federal government best practices. Assists on all training-related activities as appropriate to meet ever changing, emergent VBA training priorities and needs. Provides program support on various OSO/HRTT training programs. Program Managers and/or Project Managers assign work with specific training and evaluation tasks to assist in fulfilling responsibilities related to the training project. Participates in kick-off meetings to support the Program Managers and Project Managers responsible for the overall management of efforts to initiate, plan for, acquire, develop, evaluate, maintain, and update a program of training for stakeholders. Performs complex project management tasks in support of the HRTT staff, with guidance provided by the Program Managers and Project Managers. Assist keeping project/program management internal controls by monitoring and updating projects documentation such as Project Plans, Interim and Final deliverables and any other related duty as assigned. Assist with the creation, maintenance, and distribution of HRTT Standard Operating Procedures (SOPs). Prepares progress reports to brief leadership and stakeholders and coordinates kick-off and in-progress report meetings. Develops and delivers white papers, briefings and reporting on projects as necessary. Interfaces with stakeholders to capture, define, and document training related requirements and support requests as a recurring/frequent activity. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:08/31/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-12 position you must have served 52 weeks at the GS-11 level. Basic Qualification Requirement: Applicants must meet one of the below listed Individual Occupational Requirements to qualify for the GS-1712 series: Applicants must clearly demonstrate in their application how the standards are met. The basic requirement is to hold a degree in Education or a subject area related to the position being filled; OR possess specialized experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Experience providing management advisory and consultant services on a wide range of training related matters. Experience assessing training needs to develop training/course materials, and evaluation of training results. Experience analyzing training programs to provide recommendations for improvement. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is sedentary, although some slight physical effort may be required.
