Duties

Assists leadership to address issues of policy, guidance, and program coordination within the Directorate pertaining to developed/dispersed recreation, strategic planning, performance measurement/monitoring, land use planning, and budget development. Contribute to the development of recreation resource policy, programs, and regulations for the Division that are proposed for the overall recreational management of the public lands. Coordinate and assist the Deputy/Division Chief in responding to inquiries or evaluations from the Government Accountability Office and the Office of the Inspector General concerning various resources/programs under the management of the Division. Coordinate with the other Division members and others within the Directorate to make timely responses to Congressional and public correspondences regarding various resources/programs under the management of the Division. Establish and maintain liaisons with other Federal agencies, State and local governments, industry, and public interest organizations concerned with various resources/programs under the management of the Division. Research, prepare, write, and review congressional bills, laws, testimony, regulations, manuals, handbooks, technical reports, and other procedural guidance needed to implement the Division programs. Review and revise existing guidance and reference materials to ensure conformance with new and existing policies.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. For GS-13: You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: experience analyzing and evaluating outdoor recreation interests, habits, and needs of diversified groups, and devising the means for meeting changing needs including advising leadership on changes in funding, staffing or policy needed to address changing expectations. Experience managing fee systems for a variety of recreational uses. For GS-14: You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity as indicated by the following examples: as experience developing and implementing outdoor recreation policy and guidance in response to changing recreation interests and uses. Experience evaluating fee systems for a variety of recreational uses and providing guidance on compliance with policy or recommending changes in operational procedures to improve business processes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
