This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for serving as the Excess Defense Articles/Special Defense Acquisition Fund (EDA/SDAF) Advisor. The incumbent will also be responsible for serving as an EDA and SDAF program analyst, and as needed, provide support to other security cooperation programs in the DSCA Assistance and Monitoring Division.
Duties
As a PROGRAM ANALYST (EDA/SDAF) at the GS-0343-12/13 level, some of your typical work assignments may include:
Serving as the Excess Defense Articles/Special Defense Acquisition Fund (EDA/SDAF) Advisor, administering the interagency process.
Planning, coordinating, and managing the procurement, transfer, and sale of SDAF assets to Foreign Military Sales (FMS) customers.
Managing EDA inventory tracking systems to create detailed reports on acquisitions, stock levels and supply chain calculations IAW Partner Nation demands.
Coordinating and hosting SDAF quarterly decision meetings with internal and external stakeholders on SDAF proposal packages; publishing SDAF decisions to obligate program funds, equipment, and services.
Identifying and implementing SDAF process improvements to maximize the use of available resources and to reduce inefficiencies.
Providing support to other security cooperation programs assigned to the DSCA Assistance and Monitoring Division.

Qualifications
You may qualify at the GS-12 level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
Planning, organizing and executing studies/analyses both orally and in writing;
Participating in program and case management reviews with DoD components and foreign government representatives;
Implementing and executing Security Cooperation policies, processes, and procedures;
Understanding tracking applications of EDA/SDAF principles to FMS programs;
Performing analysis of a given foreign partner's activities on defense articles and services procured from the United States.
You may qualify at the GS-13 level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Planning, organizing and executing major studies/analyses both orally and in writing;
Participating in program and case management reviews with DoD components and foreign government representatives;
Developing, implementing, managing, and executing Security Cooperation policies, processes, and procedures;
Working with tracking applications on EDA/SDAF principles to FMS programs;
Performing comprehensive analysis of a given foreign partner's activities on defense articles and services procured from the United States.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
