Defense Human Resource Agency's mission is to provide program support, information management, and administrative services to the DoD Components on human resource matters and to collect, archive, and provide management information, research, and analysis of human resources and other related functional area databases for the DoD. This a Tier 2 position in the Senior Executive Service (SES).

Duties

As the Director, DSSC your duties will include: Lead the development of a collaborative, service oriented and client centric culture through maintaining a keen focus on building client relationships, enhancing knowledge centered support, developing talent, ensuring ownership and accountability, and adopting best practice processes and systems to achieve operational excellence. This service to satisfaction, focused environment encompasses all business functions necessary to determine service requirements, secure necessary funding, establish service agreements, and execute contracts with external vendors. Develop both operational strategies and requirements centric services and support to achieve enterprise mission outcomes to achieve complete compliance with applicable laws, regulations and policies. Manage daily operations and service delivery and/or oversee the implementation of programs and processes that ensure robust monitoring of financial transactions and budget, contracts and technical execution of enterprise requirements Develop the plans, action, and milestones for developing policy and programs to implement major initiatives in any financial, contracts, mission support and technical solutions Leads senior governance bodies, working groups, task forces, and ad hoc groups designed to build consensus for DoD with interagency partners and organizational initiatives. Advises and assists HQ DHRA and interagency partners on all policy issues. Monitors, analyzes, and evaluates changes in legislation, policies, and regulations that may impact DSSC programs. Encourages shared leadership among the DSSC staff based on technical skills and expertise. Pursues development of policies and practices that endorse and facilitate consistent communication and participation throughout the DSSC staff. Exercise executive level direction over all aspects of program development, testing, marketing, training, implementation and service delivery. Identify and pursue new concepts, new applications, and innovations that can be effectively, economically, and seamlessly incorporated into applicable programs. Analyze, study, and assess a wide variety of management and operability issues driven by DoD and Component operational and system considerations. Provide interpretation of necessary regulations and directives relating to program development, implementation, and management. Assure effective implementation of these policies through extensive evaluation and direct management. Provide leadership, oversight, and direction of core, information oriented support functions and programs that reside within DHRA and impact the Field Activity to include the DHRA Privacy Program and the DHRA responses to Freedom of Information Act requests. Manage and direct the planning of process analyses and evaluations to determine effectiveness, strategic alignment and quality of enterprise shared services and customer satisfaction Coordinates and oversees the completion of staff actions that are consistent with legislative direction and organizational goals. Proactively works to expand partnerships with the state and local communities, other government agencies, and relevant stakeholders to promote the DSSC mission. The incumbent exchanges information and advice and coordinates actions with DoD Components, as required, to carry out assigned responsibilities and functions; uses established facilities and services in DoD and other Government Agencies, whenever practicable, to achieve maximum efficiency and economy and nongovernmental agencies, as required, to carry out assigned responsibilities and functions. Establishes and articulates organizational objectives to ensure alignment of human resources objectives. Develops and supervises a program of planned training and development for the military, contractor, and civilian staff to ensure maximum efficiency in performance of duties and outcomes, and to encourage incumbent self-development efforts. Ensures a continuing affirmative application of DHRA policies concerning equal opportunity. Ensures that personnel management accomplishes goals (within the organizational entity under supervision) without regard to race, color, religion, sex, age, handicap, or national origin. Is responsible for keeping abreast of developments, policy issuances, and other similar material in the equal opportunity field and for fully supporting the DHRA Equal Opportunity Program.   • Supplemental narrative addressing each Executive Core Qualification (ECQ) - 10 pages total
  • Supplemental narrative addressing each Technical Qualification (TQ) - 2 pages per TQ
  • Mobility Agreement: All newly appointed Career SES leaders must sign the Reassignment Rights obligations Agreement as a condition of appointment into the SES.
  • Probationary Period: You will serve a one-year Senior Executive Service (SES) probationary period unless you previously completed the probationary period in the SES.
  • Financial Disclosure: Senior Executives are required to comply with the provisions of the Ethics in Government Act, PL 95-521, which requires the submission of a financial disclosure statement (OGE-278), upon assuming an SES position.
  • Senior Executives are required to complete a "Declaration of Federal Employment," (OF 306), prior to being appointed to determine your suitability for Federal employment and to authorize a background check.

Qualifications

Do not exceed a total of 10 pages for ECQ narratives. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. TECHNICAL QUALIFICATIONS (TQ): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements to 2 pages per technical qualification. 1. Skill in employing effective management techniques managing the activities of multiple faceted organizations with diverse missions with differing views of relative issue importance while maintaining a high level of customer satisfaction across the entire portfolio. 2. Skill in employing cost effective measures to ensure streamlined organizational performance resulting in a high level of customer satisfaction. 3. Demonstrated knowledge and expertise in leading strategic initiatives that produce high quality results via collaborative sessions with multiple individuals and stakeholders at the Senior level with divergent views. 4. Knowledge and demonstrated familiarity with statutory and regulatory framework for civilian personnel management, and with federal civilian personnel management policies, processes and legislative activities.
