This position is located in the Other Agencies and Independent Organizations, National Transportation Safety Board (NTSB) of the Office of Chief Information Officer (OCIO), Systems Support Division in Washington, District of Columbia.
Duties
The incumbent will serve as the Business Analyst for all NTSB Information Technology (IT) projects and IT project business process expert. This position provides overarching management and execution of business assessment and related functions associated with the IT projects or programs.
The duties and responsibilities of this position include:
Analyzing and interpreting specific process and system requirements for their viability against the NTSB's business objective.
Concentrating on activities to improve mission-based business for the most effective use of IT applications supporting the agency's staff.
Reviewing, analyzing, and making technical decisions and recommendations on NTSB's business processes and procedures.
Planning and performing analysis of user and business processes servicing the NTSB.
Providing alternative business solutions by acquiring the appropriate business needs from the NTSB stakeholders and organizing those needs into a business design that will satisfy and accommodate the NTSB mission while preserving enterprise information and technological integrity.

Qualifications
To qualify for this position, you must meet one of the following Specialized Experience:
GS-12: You MUST have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service (experience may have been gained in the public or private sector) performing at least four (4) of the five (5) following duties:
Evaluating business operations and its products (e.g., data, reports, and other relevant material) as a basis for process improvements.
Working knowledge and application of qualitative and/or quantitative methods for the assessment and/or improvement of program effectiveness or business processes and systems.
Applying project management skills to develop and provide long/short range business initiatives.
Collaborating with information technology (IT) teams in activities such as collecting information for evaluation and communicating recommendations.
Working knowledge of IT requirements needed to identify and interpret business requirements and provide recommendations to leadership for effective business processes.
