This vacancy is for a Management and Program Analyst located in the Department of Homeland Security, United States Coast Guard, Deputy Commandant for Operations, Assistant Commandant for Prevention Policy, Marine Transportation System Directorate, Office of Navigation Systems, Washington, DC. 

Duties

The incumbent serves as a Program and Management Analyst for new and established projects, programs and systems. Takes appropriate action in planning and executing work required to accomplish the objectives. Uses originality in developing and establishing guidance for carrying out program functions and effects.

Requirements

  • U.S. Citizenship is required.
  • Males born after 12/31/1959 must be registered for Selective Service.
  • A one year probationary period may be required.
  • Time-in grade requirements must be met by the closing date.

Qualifications

At the GS-13 level: Applicants must have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal Service.  You will need to meet at least 4 out of the 8 specialized experiences listed below.   Specialized experience includes:   Utilizing Microsoft Suites at an intermediate to advanced level. Served as a Contracting Officer Representative (COR). Knowledge of Navigation Code of Federal Regulations. Ability to design and conduct comprehensive studies and projects. Ability to assess and improve program effectiveness. Communicating (oral and written) with senior level management and other stakeholders on program activities. Knowledge of budgeting methods; systems; and techniques to prepare analyses and estimate resource needs. Ability to evaluate the effectiveness of policies and guidance and to assess program direction. Education cannot be substituted for experience at this grade level.  National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Education cannot be substituted for experience at this grade level.
