The primary purpose of this position is to to provide computer database analysis and workstation support to maintenance and mission systems for the Cryptologic and Cyber Systems Group (CCSD) Maintenance Branch (AFLCMC/HNCM).

Duties

DUTY 1: Administers the day-to-day database operations and maintenance. DUTY 2: Acts as the Maintenance Branch maintenance and mission systems network administrator, PIDS II data manager and performs in-depth analysis of automated and manual systems to advise on the design and program methods for database management. DUTY 3: Develops and maintains required cybersecurity programs via Risk Management Framework (RMF) to support mission needs. DUTY 4: Prepares testing and implementation plans. DUTY 5: Safeguards classified information

Qualifications

This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. NOTE: You must meet both the Basic Qualifications and Specialized Experience requirements stated below: BASIC REQUIREMENTS: EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree OR EXPERIENCE: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. NOTE: IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANT MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of broad range of systems analysis concepts, techniques, and principles sufficient to evaluate business practices and processes, evaluate the feasibility of systems development projects, and develop functional requirements and specifications. Note: Creditable experience may include previous military experience, experience gained in the private Sector, or experience gained in another government agency. OR EDUCATION: OR COMBINATION OF EXPERIENCE AND EDUCATION: KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of data base management principles and practices. Knowledge of information processing standards and procedures. Knowledge to apply knowledge of current automation technology and practices. Ability to apply knowledge of current automation technology and practices. 2. Understanding of the functions of CCSD and its database usage. In addition the ability to give oral presentations and to communicate effectively in writing. Knowledge of the objectives, overall design and operating characteristics of related hardware and software. 3. Knowledge of and ability to apply software reuse techniques. 4. Knowledge of data and process modeling methodology. 5. Ability to evaluate computer systems design, prototypes, and computer applications from an operational test and evaluation perspective. 6. Familiarity with programs and languages used such as Windows, Microsoft products, Oracle, Oracle Discoverer, SQL, and PL/SQL. In addition, knowledge of security measures to protect classified information. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This position may include information assurance (IA) work as an additional duty. Per DoD 8570.01-M, the recipient of this additional duty must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in the reassignment of this additional duty to another employee within the organization.
