This position is located in the U.S. Department of Justice, Office on Violence Against Women. The employee works in the Budget and Financial Management Division, under the direction of the Budget Officer. The Budget and Financial Management Division directs OVW's multi-million-dollar budget from formulation through execution, monitoring and oversight.
Duties
The duties and responsibilities for a 0560 Budget Analyst generally include, but are not limited to, the following
1. Reviews and coordinates accounting records and prepares apportionments, allocations, and operating budgets.
2. Assists in the development of manuals standard operating procedures, reports, and other written materials.
3. Analyzes and evaluates the effects of program plans and budget issues on mission objectives.
4. Develops detailed budget projections consistent with the organization guidance.
Requirements
- You must be a United States Citizen or National.
- You will be required to complete a pre-employment security investigation and background check which includes a drug screening.
- You may be required to complete a one-year probationary or two-year trial period.

Qualifications
To qualify for the position of Budget Analyst at (GS-0560-9/11/12), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to.
To qualify for the GS-09, you must have one year of specialized experience equivalent to the GS-07 grade level in the Federal service performing most of the following duties:
Preparing budget documents.
Analyzing financial data.
Reviewing and entering financial data into forms and reports.
OR
Have a master's or equivalent graduate degree; two full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related.
OR
Some specialized experience as described in A, but less than one year; and have more than one year but less than two years of education as described in B. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify).
To qualify for the GS-11, you must have one year of specialized experience equivalent to the GS-09 grade level in the Federal service performing most of the following duties:
Preparing and reviewing budget and accounting documents.
Using automated financial management systems and databases.
Reviewing and entering financial data into forms and reports.
OR
Have a Ph.D. or equivalent doctoral degree; or three full years of progressively higher level graduate education leading to such a degree in related field of study.
OR
Some specialized experience as described in A, but less than one year; and have more than two years but less than three years of education as described in B. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the second year by 36. Add the two percentages. The total percentage must equal at least 100 percent to qualify).
To qualify for the GS-12, you must have one year of specialized experience equivalent to the GS-11 grade level in the Federal service performing most of the following duties:
Reviewing, analyzing and executing funding.
Using automated financial management systems and databases.
Assisting in developing and maintaining operating plan budgets and other financial reports.
If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade.
