You will serve as a FINANCIAL MANAGEMENT ANALYST in the FINANCIAL MANAGMENT DIVISION of COMMANDER, NAVY REGION NORTHWEST Agency Program Coordinator (APC) for the Government Purchase Card (GPC) program. The salary range for positions filled at the GS-11 is $76,860 to $99,914. The salary range for positions filled at the GS-12 is $92,123 to $119,760.

Duties

You will oversee the implementation of financial management programs (e.g., Government Card Program (GPC), cost planning, program budgeting). You will adapt financial management practices and procedures to address programmatic issues. You will brief a wide range of audiences (e.g., financial team, managers, customers) regarding financial information, concepts and ideas. You will collaborate with other financial staff to ensure practices are consistent with policy, practices, laws, and regulations. You will assess, evaluate, and review systems output and operational problems using a financial management system.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Must be able to obtain and maintain a Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a bargaining unit position.

Qualifications

FOR THE GS-12 GRADE LEVEL: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Making financial decisions based on financial analysis, research, forecasting, and planning; 2) Using experience with Government Purchase Card Program or like program; 3) Developing General Terms and Conditions to ensure the integrity of all financial data; 4) Collaborating with internal departments and outside agencies to achieve financial goals. FOR THE GS-11 GRADE LEVEL: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing financial analysis, research, and forecasting to produce financial information; 2) Reviewing budgets for accordance with appropriation laws and financial regulations; 3) Assisting in drafting, reviewing, and/or editing financial reports to recommend corrective actions; 4) Communicating with peers, management, and personnel outside of the organization to provide financial advice and/or recommendations. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

FOR THE GS-11 GRADE LEVEL:

Have successfully completed a Ph.D. or equivalent doctoral degree.
OR
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Have successfully completed an LL.M. degree that is related to the position being filled.
OR
Have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%.
